If I read the graph correctly by looking at the grey line, things haven't really "changed" at all and Al Gore, Stephane Dion, Elizabeth May and allot of so-called "scientists" should go back to their elementary schools and try again.

Or maybe they should just refund to the taxpayers and our children the costs of their publicly-funded post-secondary educations?

¡Dale! –avisa Fausto.

BBC

North Korea has restored United Nations monitors' access to the Yongbyon nuclear site, including the plutonium reprocessing plant, diplomats say.

The decision comes a day after Pyongyang pledged to resume work to disable the plant.

On Saturday the country was taken off the United States' list of countries sponsoring terrorism.

There was no immediate comment from the International Atomic Energy Agency (IAEA) on the monitors' status.

Pyongyang began disabling its Yongbyon nuclear reactor in August as part of an international deal on its programme, but recently it made moves to reassemble the plant after Washington refused to remove North Korea from the terror blacklist.

On Saturday the US state department said North Korea had agreed to allow nuclear experts to take samples and conduct forensic tests at all its declared nuclear facilities and undeclared sites.

The North would also allow inspectors to verify its denials about transfers of nuclear technology and an alleged uranium programme, it said.

A drive-by shooting that killed a Christian businessman and wounded his nephew on Sunday night in Mo

A drive-by shooting that killed a Christian businessman and wounded his nephew on Sunday night in Mosul, Iraq has finally brought media attention to the tragedy that has befallen the church in Iraq. The attack on the Christians, who were only standing just outside their own home, occured the same day that the country's President and Prime Minister condemned attacks that have claimed the lives of thirteen Christians in the northern city in the past two weeks alone.

Though some speculate the hostility was only prompted by Christian protests ahead of provincial elections in 2009 to secure their threatened representation, the on-going campaign of violence against Christians in Iraq has driven out at least 900 Christian families. The families have fled in response to routine killings and constant threats to convert to Islam or face death. A source for AsiaNews recalled, ". . .yesterday, a car with a loudspeaker went around the streets in the neighborhood of Sukkar, ordering the Christians to leave." "Christians out of the city," the people on board were shouting, "otherwise you will be victims of more attacks."

One must not make light of the hundreds of Christians who took to the streets of Mosul in protest, either. Even the UN has criticized the country for scrapping a key clause in its legislation that would have guaranteed seats for Christians and other minorities in the upcoming elections. Though (hopefully until now) widely ignored by the media, the Christian population in Iraq has been reduced to half the size it was in 2003 and more and more families are fleeing each day in response to a campaign of killing and threats in which they seem to have no hope of defense.

image: Wildlife habitat is often disturbed by human activity.

Article

The world's governments will fail to meet their agreed target of curbing biodiversity loss by 2010, according to experts questioned by BBC News. Nearly 200 countries signed up to the target in 2002.

Ten leading conservationists asked here at the World Conservation Congress were unanimous that the goal cannot be met. All the global indicators of progress are heading in the wrong direction, and few governments have even translated the target into national legislation.

The Red List

Last week saw the publication of the Red List of Threatened Species, showing that between a quarter and a third of mammals are at risk of extinction.

It also saw the head of an EU-commissioned review into the economics of biodiversity loss say that degradation of forests worldwide cost the global economy more each year than the current banking crisis.

Rio Summit

The CBD was agreed at the Rio Earth Summit in 1992, but not until 10 years afterwards did it acquire a firm, supposedly binding target - "to achieve by 2010 a significant reduction of the current rate of biodiversity loss at the global, regional and national level as a contribution to poverty alleviation and to the benefit of all life on Earth".

WWF Response

"The biodiversity convention doesn't deal with cross-cutting issues such as logging, road building, climate change, pollution and the expansion of agriculture," said Gordon Shepherd, director of global policy at the environmental group WWF.

"In reality the people who own decision-making in those areas, be they in governments or in business, have much more power than environment ministers, who don't have tools to get to grips with over-use [of natural resources] or over-consumption."

International Union for the Conservation of Nature (IUCN)

However, Sebastian Winkler from the International Union for the Conservation of Nature (IUCN) said the time period from 2002 to 2010 was so short that we should not have expected to see any changes in the real world.

He suggested a different way of measuring the lack of progress - that only 16 governments have followed through on their commitment to integrate the 2010 target into national plans for tackling biodiversity loss. Mr Winkler runs an IUCN initiative called Countdown 2010, which aims to engage stakeholders across the world such as local authorities and get them to commit to actions that could improve prospects in their own regions.

Progress?

By March next year, governments must submit assessments of their own progress to the CBD, which will compile them into a global assessment.

Europe is the continent which has made most progress towards the target. According to one recent study, it is on course to curb biodiversity loss - but by 2050, rather than 2010.

Thomas Lovejoy, president of the Washington DC-based think-tank, the Heinz Center said, "There's no longer a question whether there will be a sixth major extinction in Earth history. It's already happening, and the question is how big we'll allow it to get."

"UN Secretary-General Ban Ki- moon expressed deep concern on Tuesday [07 Oct 2008] at the continuing financial crisis, urging donor countries to honour their commitments - especially towards "the Millennium Development Goals (MDGs), climate change and global food crisis".

[...]

Echoing a similar concern raised by World Bank President Robert Zoellick, Ban stressed that leaders of the Group of Eight industrialized countries had committed to providing annually $50 billion for the purpose of helping developing countries in the 2005 Gleneagles summit. ‘Now because of all this changing prices, it has gone up to at least $62 billion now,' Ban said.

[...]

Meanwhile, FT [Financial Times] writes that "Aid agencies fear huge government bail-outs to ease the global financial crisis will hit their funding at a time when humanitarian needs are mounting due to disasters, climate change and conflict. John Holmes, the United Nations' top humanitarian official, said he expects some cutback on the $104 billion spent last year on official aid, though it is too early to gauge the extent. ‘We are naturally concerned that it could have a substantial impact on aid funding levels,' he said.
The first major donor country to reduce its development aid pledges was Spain, [followed by] Ireland. And these two European countries are headed by governments sincerely dedicated to Africa's development and international solidarity. Other donors are expected to follow, including the giants USA, UK and Germany. "New donors" from Eastern Europe, which according to the IMF will be severely hit by the crisis, will be forced to pause their plans to massively increase development aid budgets. There are therefore few signs that Western nations will fulfill their pledges to aid Africa to reach the Millennium Development Goals - pledges that have be postponed several times and were only expected to reach their full size by 2009-10.

UNITED NATIONS - Rupart, a tiny muntjac fawn, brings world peace after world leaders lay their eyes on the six-inch one pound wonder.

[caption id="attachment_137" align="alignright" width="300" caption="World peace. Thank Rupart."][/caption]

"I have declared that this world can no longer harbor ill will in it after looking into Rupart's tiny eyes," said United Nations Secretary-General Ban Ki-moon.

Cooing and awes erupted as they brought Rupart out so world leaders could see the reason they had to lay down their arms. Many members of the UN council crowded the podium to get a look at the young dear that was to shape the future of the world. Although, many accepted Rupart, questions of his paternity soon emerged.

Rupart's mother's accident is still being investigated, although evidence has pointed to a simple traffic accident. However, this public statement from a prominent Disney representative sheds a new light on the tragic death of the little deer's mother.

"We knew this little wonder would bring about world peace, unfortunately we couldn't wait for his mom to give birth," said Walt Disney. "Like any Disney mom, she had to go."

Before leaving Disney revealed their plans to release Bambi for the final time via an "Ultimate 8-disc Exclusive Blu-ray Gold Edition".

The Tiggywinkles* Wildlife Hospital nurtured Rupart back to health. *(No, I couldn't make that name up if I tried.)

"Although, it's sad that Rupart's mother could not revel in the joy that her son has brought about what man could not do," said Vice President Dick Cheney. "I will gladly destroy my hunting rifle not only for the betterment of the animal kingdom, but for the safety and peace of man."

"Thank god," said Harry Whittington, a 78-year-old Texas attorney Cheney shot while on a hunting trip in 2006.

And to create more good will Cheney decided to stop his plans for world domination.

THANK RUPART!" remarked the rest of the world.

Ahh, satisfaction.
I think I was the tender age of twelve when my mother sat me down to have a talk

Ahh, satisfaction.

I think I was the tender age of twelve when my mother sat me down to have a talk about how awful my life would be if I remained unwaveringly disatisfied. Well, I have remained thus and though my life has probably been a little more complicated than it needs to be, I definitely wouldn't choose for it to be any other way.

Now, thanks to the brilliance that is Bill McKibben, I know that my disatisfaction isn't a result of some internal personality flaw. In fact, it's because I was born on this side of 1956.

You see, in 1956 the question "Are you happy with your life?" returned the most "yes" answers ever. It has been sliding since then. Bill points out that happiness and consumerism are negatively correlated. In the States, people have half the amount of close friends and family they did in the 50s. The rise in consumerism has completely changed the definition of the American dream. Consumerism has turned the American dream into an ambition for "bigger and bigger houses further and further apart from one another". Bill told us that the latest fad in homebuilding Stateside is the 'dual mastersuite'. So you could find solace in your own bed if your life partner was snoring or if there'd been a fight. Nice.

According to Bill, the year 2008 presents us with 3 limits that will force us to re-evaluate the lives we lead:

fossil energy

greed (if you don't know what he means watch this)

our occupation on this planet

He reckons things have to get smaller and local in the future not because we want them to (and if you're a fan of Unchained you will want them to) but because we have no option. There is no fuel to transport goods for thousands of miles, there is no failsafe economic system and the planet is at risk. The good news is that this forced push to a local, small way of life will probably increase our satisfaction. For instance, people who shop at farmers markets have ten times the conversations people in supermarkets have.

Bill's big message though, was around his 350 campaign.

350 is the number that leading scientists say is the safe upper limit for carbon dioxide--measured in "Parts Per Million" in our atmosphere. 350 PPM--it's the number humanity needs to get back to as soon as possible to avoid runaway climate change.

Bill's campaign is a grassroots movement to encourage our leaders to use this meaningful number is talks and negotiations about climate change at UN.There have been lovely stories about people who've spread the word, like the dude in Cameroon who planted 350 trees and bike rides with 350 cyclists.

Get involved here.

RS: Moving on from Bono—

DL: I already have. I wish the rest of the world would, too, but no—U2 is like, like . . . the Band That Wouldn’t Die.

RS: I’d think that would be the Stones.

DL: Yes, yes, touché. But moving on . . .

RS: Moving on: you name Bowie as your rock star inspiration. What is it about him specifically that fires the supervillain mind?

DL: Consider the alter egos he created. Ziggy Stardust. Aladdin Sane. The Thin White Duke. Those are all perfect supervillain identities! Believe me—before I became Dr. Lava, I was going to be the Thin White Duke.

The unattainable inspiration: Bowie.

RS: What happened?

DL: Come on—look at me. I might be able to pull off the last two, but “thin?”

RS: You do have more of a . . .

DL: Go on . . . say it.

RS: A Frank Black physique going.

Musical genius and non-supervillain Frank Black.

DL: Well, at least he’s a musical genius. I thought you were going to call me a bald Jerry Garcia.

RS: Perish the thought. So Bowie is the most common rock star inspiration among the supervillain clique—

DL: Please. I wouldn’t call us a “clique.” It’s not like we go hang out at the mall together and make fun of the ugly kids.

RS: Is that what happened to you in your teenage years?

DL: Let’s just leave it that I wasn’t part of any “clique” in high school. Though I didn’t spend much time at the mall, either.

RS: Where did you spend your time?

DL: I’m a supervillain. A mad scientist. Where do you think guys like me spend our free time as teenagers? In the chem labs. Making compounds . . . melting things . . .

RS: And that’s where your name first enters the public discourse. You were caught trying to make napalm in the chemistry lab after school.

DL: I was still a juvenile when that happened. Those records are sealed.

RS: But you did brag about that while ransoming U.N. Headquarters.

DL: Oh, yes. I didn’t realize the cameras were still rolling. But it wasn’t really that big of a deal. So the janitor came in just as I was about to begin testing. So I got busted. This was the '80s, before all the school shootings and whatnot. My older brother used to bring a bowie knife to school and get his jollies throwing it at people . . . and juuuuust missing. He'd laugh and say, "William Tell!" And he never made the news.

RS: But napalm?

DL: Trust me—those were different times. “Boys will be boys.” I did my community service.

RS: Delivering meals to disabled Vietnam vets.

DL: Who, you might like to know, didn’t see any problem with what I was doing.

RS: But why try to make napalm at school? Why not in the privacy of your own home? In the basement, or the garage?

DL: Look—you need to understand this. The world needs to. I’m a supervillain. A supervillain. Not a terrorist hunkered down in some cave or cellar. I’m nothing without the public eye on me. It's the theater, the spectacle—the danger of getting caught. Get it? And besides, if I’d done it at home my brother would have caught wind and taken the project away from me. We would have been frying squirrels in the back yard. I had my sights set . . . higher.

RS: On what?

DL: The high school gym. The physical fitness tests were coming up. And I wasn’t going to be humiliated at the pull-up bar one more time.

Ladies and gentlemen, what you have just witnessed is an op carried out on the wor

by Stefan Fobes

Ladies and gentlemen, what you have just witnessed is an op carried out on the world. Previously, I wrote about how banks, legally able to treat credit card, student, auto, and house loans as assets, which bundled them up into financial packages called asset backed securities and structured finance collaterilized debt obligations, since the risk was too great for them, they sold them to investors, who sold them on the stock markets for profit. All the banks that have crumbled and being bailed out were buying up and holding these securities. And so here we are, facing the storm.

I call this an op, or more accurately, an attack, for several reasons. First, as reported by the Asia Times, there's the BIlderberg Group.

"It would have been quite impossible for us to develop our plan for the world if we had been subjected to the lights of publicity during those years. But, the world is more sophisticated and prepared to march towards a world government. The supranational sovereignty of an intellectual elite and world bankers is surely preferable to the national autodetermination practiced in past centuries ..."
- David Rockefeller, Bilderberg club permanent member, 1991

This conversation never happened. Well, it actually did. Date: March 5 to 8, 2005. Location: the isolated, fully-booked Dorint Sofitel Seehotel Ueberfahrt in Rottach-Egern, 60 kilometers east of Munich, Germany. Essential amenities: luxury rooms, a lake, a golf course, no suits - and no wives. Participants: 120-odd Western movers and shakers - politicians, tycoons, bankers, captains of industry, so-called strategic thinkers - invited for the 2005 meeting of the ultra-secretive Bilderberg club. Security: absolutely draconian. Global media coverage: non-existent.

But the world is most definitely not prepared for a world government. These people know that, though. So to put in a one world government, they have to do it by using forceful stealth tactics, one of which is known now as the financial crisis seen today. This "intellectual elite" seem to be on some sort of deadline by the speed at which things are being centralized this year, which I believe is around the time of the mistakenly believed by New Agers and others to be ascension year 2012. We have seen the emergence of the new South American and Mediterranean Unions, and no doubt an Asian and Pacific nation Union will follow in the coming months, if the backstory of this plot is anything to go by.

I found it strikingly interesting that this year's Bilderberg gathering in Chantilly, Virginia was loaded with dozens of bankers, including the European Central Bank president, Jean-Claude Trichet, all the EU Commissioners in the areas of trade and business, and.....America's own New York Fed President Timothy Geithner, Fed Chairman Ben Bernanke and the demon of the hour himself, Henry Paulson. Whaddya think of that? It would be just that by itself -- interesting. But when Tony Fratto, Deputy White House Press Secretary Tony Fratto goes up and admits that the bailout bill was written months before the domino bank crashes in September, then the interesting starts looking like the suspicious. More so when Congressman Brad Sherman blew the whistle on Congress being threatened with martial law being imposed if the bailout bill was not passed in the House. So...thug intimidation tactics used if you sign, and thug intimidation tactics if you don't? Does that look like the actions of a healthy, ethical government to anyone with a brain on the clock?

Henry Paulson, himself was CEO of Goldman Sachs before he left to become Treasury Secretary in 2006, and during his tenure he was at the center of the asset backed securities game there. Him being there in government is a living insult not only to Americans anymore, but to the entire world that is being affected by this because of the rampant economic damage that has ensued from the speculators and the banks crooked ways. Everyone knows that Bush & Co. are crooks, and criminals only work closely with other criminals. The mainstream puppet (for the most part) media are fearmongering, talking about the pittance of a $150,000 extra from the FDIC if the bank it's in tanks. Well, what if you have a million? The rest is gone with the wind. Paulson, in his push for the first version of the bailout bill, refused to even consider giving homeowners a chance. ABC reports:

Paulson resisted suggestions being made by Democrats that the program be changed to include further relief for homeowners facing mortgage foreclosures and to include an additional $50 billion stimulus effort. Some Democrats have also suggested capping compensation of executives at firms who get the bailout help.

Paulson said he was concerned that debate over adding all of those proposals would slow the economy down, delaying the rescue effort that is so urgently needed to get financial markets moving again.

Homeowners are the economy. Without them the banks wouldn't be able to survive. Small business owners and the rest of middle income earners aren't living on canoes. Crazy if you come from the perspective of this being the latest pathetic effort of a government vainly struggling to help America, but on target if you see from the angle of all this being the result a preplanned strategy of a cold group of people making power grabs at every point they're allowed to by the people. The banking institutions are given all the cash they want, and the guy to oversee the bailout money handouts is even named Neal Kashkari, now a Treasury assistant secretary for international affairs and before that, he was with Paulson as Goldman Sachs’s IT security investment banking division head. While all that is going on, credit is given freely to the banks, and the masses are denied credit. Which means heavier prices at the markets and everywhere else since they all pay with credit, which it now costs more to get. In every policy statement out of their tax exempt foundations and in public, those in power in and behind the scenes say we must stop eating meat, the middle class is living too well, doing too good, they have to be stopped. Is it any wonder when the G8 heads of state made speeches on poverty, the horrible plague of hunger across Africa, everyone around the world needs to cut back, and waste, they and their wives had afterwards an 18 course banquet? It's all about greedy people who are so desperate to have control over others that anything even slightly more than a beaten down demeanor, a skeletal body, and a flea infested Japanese coffin-bed causes them to have insane amounts of jealousy and fear. That's the mentality of these bloodlines that rule the world, and unless people stand together in these times, it will go on, and that boot will stamp in everyone's face. 1984 style.

The thing is, the $700 billion isn't nearly enough, as if that can be imagined. Out of Newsmax::

Gross told CNBC that the government's current plan will help clear up bank balance sheets but leaves just $50 billion in free cash to lend out.

"The plan goes far but it doesn't go far enough in terms of recapitalization," Gross said.

"The banking system and the investment banking system in total really requires about $500 billion more. Where that comes from is still up in the air."

Separately, banking experts already predict that the Federal Deposit Insurance Corporation (FDIC) could need an additional $150 billion to cover coming bank failures.

That comes to $1.3 trillion! Imagine the bankers, the media saying, we need a trillion+ bucks to get us through this. Now you know why cops coast to coast are dressing up in skull outfits and black uniforms. Just like the corporate media, don't think Obama will tell you about any of that, or help once he gets in. He has already said he wants the Treasury given as broad authority as possible. But even FrankenCain (who would just bait and switch it in the end) put out his proposal for the government to buy up mortgages and arrange for American homeowners to get lower mortgage payments and stay in their houses, Obama bashed it as socialist. Rasmussen Reports, one of the biggest pollers next to Zogby's found that 52% of Americans favor this proposal. I don't favor government gifts because it always means government control, but if the bill is going to be passed, at least do it right. The smart dictator's tactic. When you want to attack and don't want to be seen as a dictator, don't use bullets, just give bullshit excuses for why people have to start starving, or dying, or fighting wars, and then have your puppet media orchestrate a gigantic campaign making you look racist or inept or anything that draws attention away from your true nature and agenda. Look at that smirk on his face, that was also on his face all throughout the debate last week. As soon as the spell wears off, and all the people all over the world slowly start to see what a dictatorial lemon they worshipped and shilled for, they'll wonder how they didn't notice it before.

The final bailout bill passed contains these provisions:

Section 8 of the bill says: "Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency."

Carbon tax audit provisions hidden deep in section 116 and 117.

IRS Gestapo provisions, giving the agency immunity from several federal laws, allowing agents to open bank accounts with taxpayer dollars, conduct sting operations posing as business owners, and to share all info gathered in the course of any of these spy operations with any intelligence agency they want. The intelligence agencies all will be merged into one in the future, the preconditioning for that has already been laid out. There's a reason they have a National Intelligence Director with a whole agency devoted to all that stuff. Watch for it.

Even Bush, as reported by Fortune Magazine, called Henry Paulson his wartime general. But all this is planned to extend far beyond America's shores because it is planned to have at the least, a central authority which controls all banking activity worldwide, and at most, a world central bank. The World Bank's full name is the World Bank Group. Another example of preconditioning. This is a coordinated assault on the world, and Iceland, its currency and financial system on ice, and having to ask the IMF to bail them out, is the first major fatality. We can see this by the coordinated actions being taken.

France's president Nicolas Sarkozy, speaking along similar lines as other heads of state at the UN General Assembly, has called for capitalism to be rebuilt to control global financial markets when necessary. Britain's Gordon Brown called for a new global financial order, and Brazil's Luis Ignacio di Silva, said, "The global nature of this crisis means that the solutions we adopt must also be global,"

The G7 countries, which includes the US, have endorsed and will go ahead with the idea of central governments officially buying stakes in banks.

Coordinated rate cuts by world central banks

The people won't like it when they finally get it that printing all this money by their respective central banks to fund wars and bailout bills is what is really causing the prices of everything to go up. Therefore, something needs to be set up to contain them. Is it really a coincidence that starting October 1, proudly announced by the Army Times, several brigades have been deployed domestically to "help in disasters", and are also being trained to use crowd control weapons, in total violation of Posse Commitatus and the Constitution, just like Paulson's unilateral abilities in that bill? Over to the east, the German government wants to change the constitution to allow the military to be deployed domestically as well. And more countries will announce they want to do the same. More restrictive legislation such as the Patriot Act, Military Commissions Act, and the Violent Radicalization and the outrageous Homegrown Terrorism Prevention Act will be rolled out. They have to, to protect their sorry criminal butts from what will be a rightfully angry population. This is just what Alex Jones has been pressing out all these years, especially in his seminal work on the subject, Police State 2000 where he has actual footage of US troops training in mock drills where Americans are being forced to the ground, tied up, in concentration camps with full mock check-in procedures, and bullhorns of "American troops are here to help" are all there. The video is at the bottom of this article.

This is spilling over even to the insurance and auto industries, who are also feeling the credit tightening. GM and Chrysler, two of America's biggest auto companies, are suffering from the Stearns Syndrome so badly that the company that owns majority stock in Chrysler is considering merging with GM. Ford's doing badly too. It won't solve much, because as Ken Thomas, the writer, aptly notes, it'll just make one big company that's not doing too good, centralizing the problem. And if they fall, before or after a merger, of course the solution will be to get the Supergovernment in the mix to fix things, the same as with the insurance companies. The latest that I've found is that Prudential's shares have fallen 42% in the last week, Metlife had to raise $2 billion by selling off stock, and Hartford Services Group had to do the same, raising $2.5 billion to a German company. I thought Morgan Stanley might get out of this all right since it was on the sidelines of all this, but now, since their stock has dropped 60% in the past week, Moody's Investor Service is considering a credit ratings downgrade, and a recent estimate is that they need to raise $60 billion to reassure investors and customers. Good luck.

The president of the Organization of American States, itself a stepping stone to a Union of the Americas, called for a new global financial organ to control all the financial markets, and: "Insulza said the current financial organism does not work, and the circulation of money, like the flow of goods and people, must be regulated." Yeah? I'd love to "regulate" your money, Mr. Insulza. Where do I sign up??? ."Silvio Berlusconi, the Italian prime minister put out the wildest statement ever two days ago: "The idea of suspending the markets for the time it takes to rewrite the rules is being discussed,'' Berlusconi said today after a Cabinet meeting in Naples, Italy. A solution to the financial crisis ``can't just be for one country, or even just for Europe, but global.'' Ah, global solutions to global problems. There are just two simple questions that when answered, that will always tell that an attack was carried out, who did it, and why in these times on a population. Who stands to gain the most? Are there unreasonable rewards, praise, bonuses, or prmotions being handed out when the situation demands that the opposite be done?

Called problem-reaction-solution, the technique used by this group running the world is to create aproblem or let one exacerbate, wait for the something must be done reaction from the population, and introduce the solutions that they want after they hear that cue. Here's how the problem was allowed to fester.

Here's how and why the people really hold the power, explained in a way even a three year old can understand. Literally. Just watch, you'll see.

And what awaits if this great power is given away.

[googlevideo=http://video.google.com/videoplay?docid=-1551348336255792191]

It won't be done today, or even tomorrow or next week. This is much too big for that. But even posting this on one message board or myspace can have an unexpected positive effect far beyond what the logical mind can concieve. Hell, give it to your husband or wife or boyfriend or girlfriend with your name on it and say you wrote it. I don't care if my name's on it or not, as long as the info gets out. This is not just a call to action, it's a call back to power. Yours.

Financial crisis hits world body: UN banks on empty pledges Sunday Times

By Thalif Deen at the united nations
NEW YORK - The financial crisis, which has continued to destabilise stock markets and undermine the global banking system, is expected to have a negative impact on the perpetually cash-strapped United Nations and its development activities -- sooner than later.

A group of seven countries -- the Central African Republic, the Comoros, Guinea-Bissau, Liberia, Sao Tome and Principe, Somalia and Tajikistan -- are already on the verge of losing their voting rights in the General Assembly for piling up arrears on their mandatory assessed contributions to the world body.
The assessed contributions for each of these seven countries is only $19,982 per year, the lowest benchmark to the world's poorest countries (in contrast to Sri Lanka, for example, which promptly pays its dues amounting to about $339,700 per year and India which coughs out $8.4 million annually). The rates are fixed under a formula based on the principle of "capacity to pay."

A broker trades sterling swaps on the dealing floor at ICAP, in London on Friday. Europe joined Asia's panic selling of stocks on Friday, knocking the benchmark world equity index to a 5-year trough, while the low-yielding yen jumped as fears grew that policymakers' efforts to contain the global financial crisis won't be enough. Reuters.
The largest single contribution of 22 percent of the UN budget comes from the United States, amounting to $440 million annually. Coincidentally, the US is also the largest single defaulter, but maintains a threshold to avoid losing its voting rights in the General Assembly. But the seven defaulters have been accumulating their arrears for more than two years -- and long before the crisis in the US economy last month and its subsequent negative fallout on Europe and the rest of the world.

At a meeting of the UN's Administrative and Budgetary Committee last week, there was a plea from the African Union that all seven countries should have their voting rights restored because the cash crisis facing them was beyond their control (a concession provided by Article 19 of the UN charter).

But the Committee was also warned that if the current economic recession hits developing nations, more and more countries will be defaulting in their payments to the world body and losing their voting rights.
Although all membership dues to the UN are mandatory, the funding for UN agencies such as the UN Children's Fund (UNICEF), the UN Development Programme (UNDP) and the UN Population Fund (UNFPA) are voluntary. The bulk of the funding for these agencies, which are involved in social and economic development, comes primarily from the US, Japan and the Western European countries.
If the crisis continues, it is likely that at the upcoming annual pledging conference next month (where countries pledge their funds to the various UN agencies) most donors would reduce funding arguing that their countries are going through a recession.

Since self preservation is the first national priority in any domestic crisis -- Iceland being the first country as a whole to go bankrupt while other nations have suffered only the bankruptcies of their financial institutions -- the UN will be only a secondary concern in the current environment.

Another major casualty will be official development assistance (ODA) which is based on 0.7 percent of gross national income (GNI). So far, only five out of 22 rich countries have met or surpassed the target: Denmark, Luxembourg, the Netherlands, Norway and Sweden. But with most GNI's expected to decline next year, so will ODA.

Secretary-General Ban Ki-moon tried to put a positive spin on the negative fallout when he told reporters last week: "Everyone has felt the earthquake on Wall Street. But it has not shaken our resolve."
He said banks may be failing. "But the world's bottom billion can bank on us. We showed that last week. The global financial crisis may have over-shadowed our work, but it did not dominate it."

As proof, he pointed out that despite the market turmoil, the UN was able to raise an additional $16 billion in pledges, mostly to fight hunger and poverty worldwide. The generosity of these commitments was encouraging, given the economic climate. But the perennial question at the UN is: how many of these pledges are really delivered? In most instances, there is a huge gap between promises and delivery.
At last week's press conference, one of the reporters pointedly told the Secretary-General that the French Foreign Minister had said that if any of the rich G8 countries -- the US, Britain, France, Italy, Germany, Japan, Canada and Russia -- says they are going to meet all their pledges during this financial crisis, they are lying.

"Has anybody handed you a cheque that actually gives you optimism that you are going to get the $16 billion? And what is the first threshold that you are going to reach when you understand whether you are going to get those pledges or not?" the Secretary-General was asked.

In response, the Secretary-General said the $16 billion was pledged while world leaders were discussing measures to address the global financial crisis. "Therefore, first of all, I am very much encouraged even during the crisis of these financial problems, that the leaders are committed to see the realization of the Millennium Development Goals."

That is a very important commitment, demonstrated by the leaders, he added. And that is the real good demonstration of their leadership. "I hope that this will be implemented."

Question: Are you sure this can be implemented? Are you going to see the money? There are so many pledges that have been taking place all the time, and they never happen actually.

Secretary-General: There are many monitoring mechanisms, when the member states make a commitment. It is true that there are always gaps between commitment and actual following of the funds. There is a time gap, but we have some monitoring mechanisms within the UN system. One important occasion will be the Doha Conference on Financing for Development (scheduled to take place in Qatar in late November). There, we will also have a very important occasion to discuss this issue on how to fund mobilized financing in addressing global challenges.

But in reality, the UN is likely to see very little of this money to fight hunger and poverty eradication thereby undermining the UN Millennium Development Goals with its 2015 deadline.

Founded in 1988, the People's Decade of Human Rights Education (PDHRE-International) is a non-profit, international service organization that works directly and indirectly with its network of affiliates — primarily women's and social justice organizations — to develop and advance pedagogies for human rights education relevant to people's daily lives in the context of their struggles for social and economic justice and democracy. PDHRE's members include experienced educators, human rights experts, United Nations officials, and world renowned advocates and activists who collaborate to conceive, initiate, facilitate, and service projects on education in human rights for social and economic transformation. The organization is dedicated to publishing and disseminating demand-driven human rights training manuals and teaching materials, and otherwise servicing grassroots and community groups engaged in a creative, contextualized process of human rights learning, reflection, and action. PDHRE views human rights as a value system capable of strengthening democratic communities and nations through its emphasis on accountability, reciprocity, and people's equal and informed participation in the decisions that affect their lives. PDHRE was pivotal in lobbying the United Nations to found a Decade for Human Rights Education and in drafting and lobbying for various resolutions by the World Conference on Human Rights, the UN General Assembly, the UN Human Rights Commission, the UN Treaty Bodies, and the Fourth World Conference on Women.

In view of the tremendous suffering imposed upon both Slavic and other Nations by Russia during the past ceturies...are there any Non-Russian Nationals who would view the Russians as 'Our Slavic Brothers'?

The 'Slavic' title cannot be challenged.

However the 'BROTHERs' portion can be highly controversial and contested.

I am a descendant of the Slovak (Slavic) and Lithuanian (Baltic) people.

During my life time I have discussed the subject of Russia and Russians with many, many people from nations that have been a victim of Russian aggression and atrocities. When speaking with these people about Russians as 'individuals' most will report favorable experiences and opinions. A few can find nothing good to say. When speaking about Russia as a Nation and former Steward of the Soviet Union there is seldom any kind word offered on their behalf.

I often ask myself "How can we seperate the individuals from the actions of the Nation that they form?"

Are they one and the same? Or simply a nation of people who's true character and identity is suppressed and misrepresented by their leaders? In modern times Russia's leaders are supposedly 'chosen' and confirmed by a Democratic Process. But how reliable and trust worthy are the practices they follow?

At first glance, one who is familiar with any of my comments posted to other blogs might incorrectly assume that I am hell bent on ushering in the total desruction of the Russian people.

This is not so. I have gone to great lenghts to establish relationships with them. More often with success than not. I know that there are many good people who call themselves Russians. And remain aware that there are probably just as many who would bring shame to their people.

Is it possible for the good people to take control of their government away from those who have severely tarnished and almost completely destroyed their standings amongst fellow Slavs and other Non-Slavic peoples as well as the greater world community?

How do Slavs from other nations view the Russian branch of the Slavic Peoples?

Are they our BROTHERS?

If not, then what will be neccessary in order for our greater Slavic Family to call them BROTHERS in the near future?
