<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Those who have read my previous article 22 ‘Managing Stress = Individuality, Personality and Temperament’ and in fact all the other articles concerning recovering from or managing stress you will have noted the point about so much advice freely available.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">My readers are indicating that they are cherry picking bits and pieces of information from everywhere they think might work for them. The result is that they end up confused or disillusioned. What should they do?</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">From my point of view the answer is clear although a little complex. I’ll do my best to explain in simple terms. First of all cherry picking information or advice may not in itself be a bad thing. This is because it yields personalised results to fit any one of millions of possible causes. This corresponds to my comment in my previous article in reference to people in serious stress needing specifically and uniquely tailored support and guidance. On balance it is best not to use this strategy.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Cherry picking can also be a bad thing. This probably does not work because the same thinking strategies that do the cherry picking are the same as those that promoted the stress syndrome in the first place and helped to drive it up to mega proportions. </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Yes, it is a catch 22 situation and it is inevitable that a large proportion of stress suffers will get caught in that catch situation. </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">This is one of the paradoxes or anomalies of thinking patterns. Once the brain is programmed to think in a specific way it will continue to do so. To change those patterns is not necessarily easy because they are driven by so many beliefs and values that underpin them. Therefore before changing limiting thinking patterns it becomes necessary to first find and change the appropriate beliefs and values that protect those patterns.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Therefore ‘Do It Yourself’ cherry picking of information and advice to resolve the stress problem will in too many cases simply support the stress or even add to it.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Thus, my answer to this stressful problem of too much free advice is to recognise that whilst we may be aware of the fact that we are stressed or in a mounting stress situation, this does not mean that one can find the solution alone. </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">It is a case of not being able to see the wood for the trees. Furthermore the complexities of the brain and how each one of us creates thinking patterns and thought pathways is beyond most everyday comprehension. This means that it is important to have someone trained who can find the cause and the process. To do this it is important to have some one external to our own thinking patterns. </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Trying to do this oneself is like employing a thief to protect your fortune or jewels. The very thing you believe to be secure is the very same belief that undermines your position.</span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">Stress management is not a good subject for DIY. Find a therapist that you are attracted to and test them out. Test several therapists until you find one that does give you the feeling that they are making sense. Avoid any support that is loaded with complex jargon. Find one that does give you the feeling you are making progress and do feel progressively better even if that is a slow process. Be quite confident and if not happy change and find a better therapist for your unique case. Because you start to work with a particular therapist does not mean they own your soul. Avoid any therapist that insists on a long therapy process. Look for a therapist that encourages you to develop self responsibility that builds internal strength and resilience. <span style="font-size:10pt;font-family:&#34;">♦</span></span></p>

We have used this process while coaching individuals to help them get to the heart of their reasons for maintaining certain behaviors. And we have used this process in groups to bring clarity to project plan goals.</p>

<p>In pairs or small groups take a concept or issue and ask why five times.</p>

<p>You may arrive at a idea to test or you may find another area of discovery. Nevertheless the Five Whys is a low-tech, quick process that you can employ anytime.</p>

<content:encoded><![CDATA[<p>The Consumer Healthcare Products Association (CHPA), an association that represents most of the makers of nonprescription over-the-counter (OTC) cough and cold medicines in children, recently announced that its members are voluntarily modifying the product labels for consumers of OTC cough and cold medicines to state <strong>"do not use"</strong> in children under 4 years of age. The announcement comes a week after federal authorities said they had little data on the benefits of such medicines for very young children.</p>
<p>In January 2008, after the FDA warned of the serious risk such medicines pose for children younger than two, pharmaceutical firms stopped marketing them for that age group. American pediatricians welcomed the move, although they would like to see it extended for children up to the age of five.</p>
<p>Studies have shown that despite the billions of dollars spent every year in this country on over-the-counter cough syrups, most such medicines do little if anything to relieve coughs, and they can cause serious side effects.</p>
<p class="textBodyBlack">Over-the-counter cough syrups generally contain drugs in too low a dose to be effective, or contain combinations of drugs that have never been proven to treat coughs, said Dr. Richard Irwin, chairman of a cough guidelines committee for the American College of Chest Physicians.</p>
<p>However a small amount of honey may just do the trick.<!--more--></p>
<p>A study by researchers from Penn State College of Medicine involved over 100 children with coughs between the ages of 2 and 18. Before bed, the children were given honey-flavored cough syrup, honey or nothing at all.</p>
<p>Parents of children who received the honey rated their children's sleep and symptoms as better, and noted improvements in their own sleep as well.</p>
<p>The researchers noted that the type of honey may be important. The children in the study were given dark-colored buckwheat honey, and it's known that darker honeys have more antioxidants than lighter honeys.</p>
<p>Note: Pediatricians do not recommend giving honey to children under 1 year of age because of the risk of botulism spores.</p>

<div><span lang="EN">I have a 3 year old son, who we’ll call Geronimo (more on that later).  We are at the end stages of potty training with him.  He was doing his business one night when the phone rang.  When I returned about a minute later, Geronimo had unrolled an entire roll of toilet paper into the toilet, pooped on top of it, then unrolled ANOTHER roll on top of his masterpiece.</span></div>
<p><P></p>
<div><span lang="EN">I tried flushing the toilet… nothing. I tried the plunger… no luck. My husband was out of town, of course.  I didn’t want to spend $150 to call the plumber, but more importantly, didn’t want to touch the poop.</span></div>
<p><P></p>
<div><span lang="EN">So I did what I always do when I have a problem I can’t solve - Google it. I figured I was NOT the first parent who encountered this problem.</span></div>
<p><P>
<div><span lang="EN">I typed in “toilet problems toddler”. Result? “Who said potty-training was hard?” <em><strong>Hmmm… these are not my people. I’d better be more specific. </strong></em></span></div>
<p><P></p>
<div><span lang="EN">So I typed in “toilet paper problems toddler.” Result? “Toddler Crafts: Toilet Paper Roll Tree.”  <strong><em>These are not my people, either. </em></strong></span></div>
<p><span lang="EN">I continued my searching efforts, finding ideas like:</p>
<ul>
<li>Decorating the underside of your toilet seat with stickers so your child will use the toilet.  <em><strong>Still not my people...</strong></em></li>
<li>Building and decorating an “outhouse” for use with your child’s toilet seat. <em><strong>Definitely not my people!</strong></em></li>
<li>Using decoupage to decorate the toilet seat for your child. <em><strong>What the hell is decoupage and who has time for this shit?!?</strong></em></li>
</ul>
<p><P>Finally, I typed in “my son used a whole roll of toilet paper help!”  Result?  I came upon <a href="http://http://aprilkihlstrom.blogspot.com/2006/01/unclog-toilet-with-dishwashing-liquid.html" target="_blank">this blessed woman </a>who’s tip using Dawn dish soap worked beautifully.</p>
<p><P>Don’t get me wrong. I have nothing against the parents who are “Not My People.” I just don’t understand them. And sometimes their incessant perfection makes me feel like an inadequate parent.</p>
<p><P>My husband’s sister is NOT one of My People. She has TWINS the same age as my son. Last summer, while I was lamenting the terrible twos, she replied, “I call them the wonderful twos!” While she was gallantly rescuing her toddlers from a 12 inch fall onto the grass, I turned around to see Geronimo standing on top of their playscape (5 feet off the ground, mind you) grinning and ordering my husband to catch him. While she was cutting hot dog slices into quarters for her kids, my son was walking around with a whole hot dog in each hand, because HE COULD DO IT HIMSELF.</p>
<p><P>We live in a community I’ll refer to as Stepford. Perfect moms… with perfect kids… and their perfectly decorated toddler outhouses. My house? While I was fixing the toilet problem with the miracle of Dawn dish soap, Geronimo was decorating my husband’s new laptop with a Sharpie. (Google solution #2 of the evening - acetone will remove permanent marker from a laptop WITHOUT damaging the finish.)</p>

WASHINGTON - John McCain's proposal to buy up bad home mortgages would use nearly half the $700 billion from the recent Wall Street bailout package to assist Americans directly, instead of indirectly by rescuing the nation's financial markets.</p>
<p>The Republican presidential candidate announced during Tuesday's debate that he would order the federal government to spend $300 billion in federal funds to buy the mortgages and allow financially troubled homeowners to keep their houses.</p>
<p>Democratic nominee Barack Obama last month sounded a similar theme, proposing that the government consider taking such a step.</p>
<p>But McCain's approach was far more categorical.</p>
<p>"I would order the secretary of the Treasury to immediately buy up the bad home-loan mortgages in America and renegotiate at the new value of those homes — at the diminished values of those homes — and let people be able to make those payments and stay in their homes," he said.</p>
<p>The proposal, which he called the American Homeownership Resurgence Plan, is as much a policy plan for the future as it is a political tactic for the present.</p>
<p>The economy has been a key factor in helping Obama pull ahead of McCain nationally and in key battleground states. What's more, Americans reacted with helpless outrage at the need for a $700 billion rescue for the country's financial institutions.</p>

<content:encoded><![CDATA[<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">First of all, sorry I am late  reporting for work today; I had a heck of a late evening drinking beer with Joe  Sixpack during and after the presidential debate. </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">Apart from the expected barrage of  distortion from McCain, who is obviously getting desperate and the mild  responses from Barak, I must say that there is one important issue both  candidates seem to be totally ignorant about; that is the reality of small  business operations and how this relates to taxes and tax  credits. </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">Namely it is the fact that if you are  running a small business and are barely making ends meet (for example you may  just be able to cover your payroll), it is very likely that you have little or  no taxable income. This also means that all the tax credits in the world are not  going to help you. You can only benefit if you are making a profit and owe taxes  to Uncle Sam. </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">Tax credits were created to influence  the behavior of profitable businesses in good economic times. In a time of  economic trouble such as the one we are in, I would submit that the tax credit  philosophy is ineffective if not irrelevant. We need financial incentives of a  different nature, governmental actions that help companies break the surface and  acquire some semblance of financial stability. Things like access to low  interest or no interest short term loans, loan guarantees or cash payments for  doing things like hiring people and investing in alternative energy production.  These types of moves would help keep unemployment low and shore up the tax base  for the Federal and State governments in the long run. So my suggestions to both  candidates is to include at least one small business owner in their cast of big  time corporate strategists, someone who understand the reality facing the small  business community </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">For the overall economy there are  some short-term impact solutions which we can take, with short and long term  benefits.</span></span></p>
<ol style="margin-top:0;" type="a">
<li class="MsoNormal"><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;">Have a “recall” of all the execs  whose businesses are being bailed out by our tax dollars and force them to  refund the government for any bonus pay and golden parachutes they received over  the last 12-18 months; they obviously don’t deserve the compensation. By the way  this is perfectly in line with the capitalistic principle of “merit  pay”.</span></span><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;"> </span></span></li>
</ol>
<ol style="margin-top:0;" type="a">
<li class="MsoNormal"><span style="font-size:x-small;font-family:Arial;"><span style="font-size:10pt;">Subsidize (based in part on  ability to pay) the installation of solar heaters and photovoltaic systems on  the roof of American homes and businesses. Again a tax break is only going to  help the most affluent of us and actually increases the gap between “haves” (who  would be getting the tax credits while reducing their energy bills) and the  “have nots” ( who will be stuck with no money and higher costs). For the purpose  of reaching energy independence it makes no difference who installs the systems,  why not make it possible for all Americans to do so? This is an investment with  20-25 year return, a much better idea than giving people $600 or $1,200 payment  s they can go out and buy some Chinese-made product (that was an asinine idea,  if you ask me). The solar systems are made in America and  installed by American labor and they benefit our economy. </span></span></li>
</ol>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">Bottom line is we have got to get  through to our leaders and would-be leaders to make sure they do what is right  for the county’s economy, not just throw money at the problem. </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">Finally, another  product of last night’s debate, besides my hang over with Joe, is the  realization that we have spent in IRAQ just about as much money as it has been  allocated to bail out the entire country ($700 plus billion); isn’t it time to  call it a day there? </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">McCain keeps talking about winning  and losing in IRAQ. As far as I can tell we already  lost, from the day the administration decided to invade the country. We lost thousands of our own people, we have thousands more that are going to be scarred for life and killed many more Iraqis; many of them innocent bystanders. The talk  about victory is insane. Can someone ask McCain and his supporters to define  “VICTORY” in IRAQ? I never heard him do that; do  you know why? </span></span></p>
<p class="MsoNormal"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-size:10pt;color:#000000;">I can speculate that he means the  establishment of a democracy in IRAQ (good luck). If this is the  case, isn’t it also the case that a democratic regime would give control to the  Shiites, who are the majority of the people in IRAQ and are historical allies with the other  large Shiite population in IRAN?</span></span></p>
<p class="MsoNormal"><strong><span style="text-decoration:underline;"><span style="font-size:x-small;font-family:Arial;color:black;"><span style="font-weight:bold;font-size:10pt;color:#000000;">Is McCain’s  “victory” in IRAQ tantamount to handing the  country over to the IRANIANS? </span></span></span></strong><span style="color:black;"><span style="color:#000000;">Can someone please ask the Senator? </span></span></p>

<content:encoded><![CDATA[<p>Ok at this is getting kind of infuriating. There were far too many sound bites  and canned lines in that. Brokaw should have let them get into it more. Now is the time to hash out the details and these events need to be more than a recitation of talking points. There were almost fruitful exchanges but every time they'd get started they'd be pulled back by Brokaw. In all fairness he seemed frustrated by the format too but apparently it was agreed by the campaigns that there would not be follow-ups which to me makes the whole thing sort of one big jerk off. I realize that is a rude thing to say but it's true.</p>
<p>The questions were almost all excellent and pointed and really got to the heart of the things that the voters want to know from these two men and to some degree they were answered but too often the heart of a question was ignored. I would love to hear how McCain plains to achieve peace with something other than the military or economic sanctions which amount to a war on the common person by denying them medicine and food. I would like to have some insight into how John McCain integrates new pieces of information into his thought process because from the looks of it he hasn't changed an opinion in a long time. We've just suffered through 8 years of a president who couldn't deal with constructive criticism and we can't afford 4 more.</p>
<p>Obama was good for the most part and he tried to hit back but was somewhat limited by the format. I hope that what is being whispered among the few paying attention to Pakistan is correct and that is that Obama's discussion of strikes is more political posturing than an actual plan because we can see from what the Bush administration has been doing for the last two months there that such tactics only enflame militants and drive regular people into their ranks. And it does nothing to address the real problem in Pakistan which is the multiple factions vying for control. Until that issue is resolved you don't even know who you're bargaining with.</p>
<p>McCain consistently misrepresented Patraeus's position on Afghanistan and Obama should have hit him harder on that but the pundits will get around to it no doubt. The problem is I don't think that Obama's strategy of simply shifting the focus from Iraq to Afghanistan is a solid one either. We clearly are in desparate need of a new approach in the region and that was not articulated tonight. Obama realizes that the same strategies aren't going to work but he hasn't suggested any different ones.</p>
<p>As far as who won I will give this one to Obama by quite a bit but as I said it matters little when the questions, GOOD questions, from citizens no less, are ignored in favor of repetition of sound bites. People want details and if you won't give them to them then how can you expect their vote? I'm very frustrated with this whole situation right now. The entire event is a farce. A real debate would have more than those two men on stage. Grrrrrrr.</p>

<p>But mop up all the sitting water. Dry the interior with a hair dryer and air out the floor mats. Sprinkle baking soda into the carpeting that smells musty. If this still doesn't work, leave an odor absorber such as baking soda or a cup of charcoal in your car.</p>

<p>I know you've been waiting with bated ( not"baited" CNN reporter person, as in "abated" or withheld. When are they going to offer me your job because even with my crap spelling I can get most of the grammar right. Maybe you should be working for Fox News) breath for this announcement.</p>
<p>I know who I'm going to vote for. I decided last night while watching the political ads on T.V. I will vote for every candidate, regardless of party affiliation, who effectively and completely smears or degrades their opponent.</p>
<p>This is my reasoning.</p>
<p>First, if one is willing to expose every dirty little secret of an opponent in order to win a job in which one will undoubtedly be hated by a majority of the people in a state or throughout the country, you have the kind of balls we need right now.</p>
<p>Secondly, if one is the kind of person who can take innocent friendships and turn them into sinister affiliations that stop just short of canoodling with the Devil himself, well that takes a great deal of creativity, which we also need. Any President can clandestinely re-write the Constitution. It takes real commitment to creatively change someone's background right out where people can see it.</p>
<p>Lastly, if  one is willing to lay all the blame on the shoulders of another person and repeatedly call them a liar until people believe it without question, then one has the kind of superficial charm we the people have been searching for. And if one can do it with out mixing metaphors or making verbal gaffes that cause the world wide web to post them to YouTube on the comedy channel, you are our man or woman.</p>
<p>So there you are: Balls, creativity and just enough charm to make it all go down easier. These are the characteristics our government has been lacking for eight years. And I am willing to help make sure they again rise to the top of the dung heap we call American Government.</p>
<p>Join me won't you, in ensuring that every smarmy, soulless bastard with a seven figure income and no idea how public transportation works leads our Country back to the glory days.</p>

<content:encoded><![CDATA[<p>The Dow Jones index fell below 10,000 points for the first time in 5 years today and this (some experts say) is just the beginning. I don't have very much invested in stocks and I am at least 3 decades away from retirement (if such a thing still exists at that time) so I am not too worried directly. But indirectly it is bothering me.</p>
<p>In fact it has been bothering me so much that I have finally taken the time out of my busy life to sit and think about what I would do if I were to loose my job or have to take a pay cut etc. In fact I asked myself what I wanted to do in life. To me that is HUGE.</p>
<p>So I started off thinking. For those who have managed to find yourself reading this post I am a software engineer with an MS in Computer Science and have been working in this field for the past 6 years. My area of expertise lies in ASP.NET/C# and SQL Server. In the past 6 years I have played various roles from team member to technical lead and having worked in small sized teams I have always been involved in every phase of the development life cycle directly.</p>
<p>Most of my peers have headed off to become project/product managers. It seems like that is what everyone in my position is eyeing these days. The super-ambitious have headed off into the entrepreneurial world. And I am still right here ... asking myself "What do you want to do? What do you want to be 10 years from now?"</p>
<p>My options as I see it are:</p>
<ul>
<li>Train myself for a Project Manager position that will eventually lead in to middle management positions.</li>
<li>Train to become a Technical/Solution Architect and eventually become an Independent Technical Consultant (at the architect level)</li>
<li>Go back to school for an MBA that will put me into management positions later.</li>
<li>Keep looking for that big idea and start my own company.</li>
</ul>
<p>These options basically tell me that I have to look way deep into myself and ask some questions relating to my personality. A few that come easily are:</p>
<ul>
<li>I have always put family before career but when required will I be motivated and ambitious enough to reverse my priorities?</li>
<li>Am I a creator/implementer or am I a manager?</li>
<li>After 2 master's degrees do I want to go back to school?</li>
<li>Am I a risk-taker?</li>
<li>In a pool of techies I know that I am easily an above average communicator but where do I stand in a pool of managers/MBAs etc.?</li>
<li>Should I get into e-learning? I do have my second Masters in Educational Tech. so I am not a stranger to that emerging field.</li>
</ul>
<p>If you are or have been in a similar situation I would love to hear your comments. I would be particularly interested to know on the approach you had taken to resolve this issue in your career.</p>

<div><span style="font-size:10pt;">On October 3, 2008, the President signed the Emergency Economic Stabilization Act of 2008 (H.R. 1424), a bill authorizing the </span><span style="font-size:10pt;">Treasury to establish a troubled asset purchase program (TARP). The bill also includes the extension of several tax provisions and </span><span style="font-size:10pt;">energy-related programs. Highlighted below are key provisions of primary interest to us in the real estate and financial industry.</span><span style="font-size:8pt;"><br />

<div><span style="font-size:10pt;color:#333399;"><strong>Program Overview</strong></span><span style="font-size:10pt;"><strong> </strong></span></div>
<div><span style="font-size:10pt;">•<span>  </span>Considerations: In undertaking the program, Treasury must promote not only liquidity and market stability, but also community </span><span style="font-size:10pt;">stability, diversity, small institutions, student loans, retirement plans, and multifamily properties. Treasury must establish an </span><span style="font-size:10pt;">insurance program to guarantee principal and interest payments to purchasers of troubled assets; the program’s risk-based </span><span style="font-size:10pt;">premiums must be paid by participating institutions. </span></div>
<div><span style="font-size:10pt;">• Termination: Program expires on December 31, 2009 but may be extended. </span></div>
<div><span style="font-size:10pt;">• If TARP results in net loss after five years, the President must submit a legislative proposal on how to seek reimbursement from </span><span style="font-size:10pt;">participating financial institutions. </span></div>

<div><span style="font-size:10pt;color:#333399;"><strong>Loan Modifications/Servicing </strong></span></div>
<div><span style="font-size:10pt;">• Treasury and other federal agencies should coordinate loan modification programs with HOPE for Homeowners program (H4H) </span><span style="font-size:10pt;">and protect renters and state/local subsidies; guarantees and credit enhancements are allowed; servicers should maximize loan </span><span style="font-size:10pt;">modifications. Permits the H4H Board to refinance loans higher than 90 percent of appraised value. Servicers are deemed to have </span><span style="font-size:10pt;">acted in the best interest of MBS investors if the servicer agrees to/implements a modification/workout plan when the servicer takes </span><span style="font-size:10pt;">reasonable loss mitigation actions, including partial payments. </span></div>

<div><span style="font-size:10pt;color:#333399;"><strong>Executive Compensation </strong></span></div>
<div><span style="font-size:10pt;">• Participating institutions must have executive compensation limits that: 1) exclude incentives for inappropriate risk taking; 2) </span><span style="font-size:10pt;">include claw-back provisions for compensation based on inaccurate earnings, gains or other criteria; and 3) prohibit golden </span><span style="font-size:10pt;">parachutes. </span></div>
<div><span style="font-size:10pt;">• For Treasury auction purchases over $300 million, the participating financial institution also cannot give golden parachutes to </span><span style="font-size:10pt;">employees hired after the purchase. </span></div>

<div><span style="font-size:10pt;color:#333399;"><strong>Definitions </strong></span></div>
<div><span style="font-size:10pt;">• Troubled asset: Residential or commercial mortgage-related assets, including securities, obligations or other instruments Treasury </span><span style="font-size:10pt;">believes purchasing would promote financial stability. Assets must have been originated or issued before March 14, 2008. Treasury </span><span style="font-size:10pt;">must consult with the Federal Reserve Board Chairman and notify Congress prior to expanding the definition. </span></div>
<div><span style="font-size:10pt;">• Financial Institution: Any institution, including any bank, savings association, credit union, security broker or dealer, or insurance </span><span style="font-size:10pt;">company established and regulated under the U.S. or state/territorial laws. The definition specifically states it is not limited to these </span><span style="font-size:10pt;">institution types, and Congressional staff has reassured MBA that mortgage banks are eligible to participate. </span></div>

<div><span style="font-size:10pt;color:#333399;"><strong>Temporary Increase in Deposit Insurance </strong></span></div>
<div><span style="font-size:10pt;">• From the date of enactment until December 31, 2009, the amount of qualifying deposits the FDIC and NCUA will insure increases </span><span style="font-size:10pt;">from $100,000 to $250,000. The increased amount will not be factored into setting premium assessments. </span></div>
