<p>Motorcyclist have to be on the look-out for all types of road hazards and debris, but here in the Northwest the job has become more difficult.</p>
<p>It seems we have an <a href="http://www.foxnews.com/story/0,2933,400882,00.html">epidemic</a>.  An epidemic of<strong> urine-filled plastic bottles</strong> littering the sides of the road.  Yes, folks we now have jugs of pee being found in alarming numbers.  Most notable is a short section of Interstate 84 in eastern Oregon.  Some days the Oregon DOT litter crew reported finding more than 100 plastic bottles.  This brings a new meaning to the word "Trucker Bombs", huh?!</p>
<p>The containers are found on the eastbound side specifically in a three mile stretch called ‘Three Mile Hill' between milepost 356 and 359. So, visit Hells Canyon and risk hitting a pee jug...now that's a tourist slogan!  The Oregon press tried to put its best spin on the issue and reported the area is prone to this problem because of the economy and it's believed that commercial trucks are driving at a slow speed and drivers can urinate into bottles and toss them out the window.  This way truckers can save time bypassing rest stops, minimizing fuel stops or bathroom breaks.  Yeah, that sounds better...NOT!</p>

<p>As you might imagine the truck drivers industry doesn't officially support any pee jug shortcuts, but are quick to point out that "<strong>IF</strong>" truckers did use such plastic bottles it would only be because of ridiculous work schedules, the high cost of diesel fuel and parking limitations for big rigs.  The accusation that truckers pee whenever or wherever has the truck industry reeling.   They feel they've been unfairly <strong>stained with innuendos</strong>.</p>
<p>It's not a unique problem in Oregon, but rampant across the Northwest.  Utah DOT reports their maintenance crews pick up approx 20,000 urine bottles a year.  Washington state launched an aggressive public awareness campaign to combat the proliferation of jugs of pee on their highways and California was quick to point out that all the fast food restaurants in the state helps prevent the issue, but later issued an advisory for Caltrans workers on how to properly dispose of potential exploding pee jugs...</p>
<p>The Northwest Harley blog condemns the practice of peeing in a bottle and tossing it on the highway only to be dodged or hit by a motorcyclist.  <strong>You animals!</strong></p>

<p>If you type Harley-Davidson motorcycle accidents into Google you'll get about 180,000 <a href="http://www.google.com/search?source=ig&#38;hl=en&#38;rlz=&#38;q=Harley-Davidson+motorcycle+accidents&#38;btnG=Google+Search">hits</a>.  Thousands of the hits are motorcycle accident lawyers "hawking services", attorney blogs evangelizing the merits of taking irresponsible drivers to court or injury sites masquerading as "free advice" backed by an attorney who wants another client for that once-in-a-lifetime "lottery" product liability case.  Gives the legal industry a bad rap.</p>
<p>No one wants accidents to happen and my sincere condolences to the family and friends in all these accidents.  I use the word accident loosely because too often there is nothing the motorcyclist does or did incorrectly to contribute to the incident.  Here is the latest report from around the area:</p>

<title><![CDATA[Migration to GPON: Practical considerations from the central office to the outside plant ]]></title>

<p><strong>Practical considerations—based on informed decision-making—provide the foundation for a cost-effective transition between legacy and future access technologies.</strong></p>
<p>Service providers need not look too far in the past to find examples of networks built without consideration for future technologies. While our telecommunications forefathers may not have predicted today's broadband revolution as they designed the copper telephone network, this legacy infrastructure still enabled a rough deployment of xDSL technologies. <!--startclickprintexclude--><!--endclickprintexclude--><br />
<!--more--><br />
However, the unpredictable performance of xDSL over load coils, splices, varying gauges and conditions of the legacy copper network produced costly lessons in the importance of network flexibility. Fiber to the premises (FTTP), by contrast, enables service providers to deploy new subscribers with a "clean slate." <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>As many sources predicted, GPON now promises to dominate the access market by offering a bandwidth boost and enabling higher split ratios. GPON's entry as the "latest and greatest" PON flavor also coincides with challenges service providers face in delivering high-speed, high-bandwidth packaged services to business and residential customers. The pressure is on for providers to make their networks GPON-ready from the central office (CO) to the outside plant (OSP). <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p><strong>Migration-ready PONs</strong> <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>There are several critical parameters to consider when designing a PON for ease of migration to GPON, including fiber-optic cable characteristics, optics classes, and split ratio implications. When increasing split ratios from 1×32 to 1×64 or even higher, for example, spectral attenuation will become an important factor. Optical link budgets are determined by the individual vendor's active components—PON chips within the electronics, lasers, and receivers. The loss range for each class is as follows:</p>
<ul>
<li>Class A: Min. 5 dB to max. 20 dB</li>
<li>Class B: Min. 10 dB to max. 25 dB</li>
<li>Class B+: Min. 10 dB to max. 28 dB</li>
<li>Class C: Min. 15 dB to max. 30 dB</li>
</ul>
<p><!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Traditional BPON equipment has typically used Class B optics, but it was determined that some 20-km PON networks were actually stretching the limits of the existing optical budget, forcing active equipment manufacturers to increase budgets to 26.5 dB. These increased budgets, coupled with the possibility of further increasing split ratios with GPON, have resulted in an increase in the Class B receiver photodetectors to allow for a 28-dB loss budget, thus establishing the Class B+ optics category. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Connectorization also plays a huge role in a migration-ready FTTP network. With the addition of next-generation video requirements, GPON systems will likely require higher power, necessitating the superior performance of angled physical contact (APC) connectors—particularly in the PON portion. The APC connector is the best choice for high-bandwidth applications and long-haul links since it offers the lowest return loss characteristics of any connector currently on the market. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>In an APC connector, the end-face of a termination is polished precisely at an eight-degree angle to the fiber cladding to reflect most of the return loss into the cladding where it cannot interfere with the transmitted signal or damage the laser source. As a result, APC connectors offer a superior return loss performance of –65 dB. For nearly every application, APC connectors offer the optical return loss performance that broadcasters require to maintain optimum signal integrity. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Systems should also ensure built-in laser safety features for use in networks with Class B and C lasers. Laser safety must be considered with high-power lasers typically used in the analog video optical line terminal (OLT). Since infrared lasers are not visible to the human eye, it's important to take precautions when exposure is possible. Fiber distribution frames need to have built-in laser eye safety features—features that ensure connectors don't point directly at technicians. Designs that have connector ports contained within a tray or other enclosure and pointing side to side—rather than straight out of the panel—help protect technicians, regardless of their level of training or awareness. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p><strong>Advantage of centralized splitters</strong> <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>The ease of migration from earlier PON architectures to GPON will be dependent on the design of the fiber distribution portion of the network or the link between customers and the central office. This refers mainly to the splitter configuration and how efficiently each OLT card is used. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>The two common splitter approaches are centralized and distributed or cascaded configurations. The centralized splitter approach uses 1×32 splitters in OSP enclosures, such as fiber distribution terminals. Each splitter is connected to an OLT in the central office with 32 split fibers routed from the optical splitter through distribution panels, splice points, and/or access point connectors to the optical network terminals (ONTs) at 32 homes. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>The distributed or cascaded splitter approach is typically configured with a 1×4 splitter residing in the OSP enclosure and connected directly to an OLT in the central office. Each of the four fibers leaving the 1×4 splitter is routed to an access terminal housing another splitter, either a 1×4 or 1×8. Optimally, there would eventually be 32 fibers reaching the ONTs of 32 homes. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>A centralized approach offers several advantages in terms of flexibility. First, it maximizes the efficiency of expensive OLT cards. A cascaded architecture will strand unused ports in areas of low take rates or where customer premises are not grouped tightly together. Other advantages to a centralized splitter architecture include easier access for testing and troubleshooting (it's very difficult for an OTDR to "see" down individual fiber lengths through a series of splitters) and a reduction in splitter signal loss by eliminating extra splices and/or connectors in the distribution network. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>More importantly, however, a centralized splitter configuration provides the best means to futureproof the network by offering the flexibility to migrate to next-generation PON technologies, such as GPON, particularly with the likelihood of increasing split ratios from 32 to 64 or higher. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p><strong>Implications of split ratios</strong> <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Since much of the GPON standard already revolves around centralized 1×32 splitter architectures in the OSP, GPON's ability to enable 1×64 splits is a huge benefit—servicing twice the homes from a single splitter. However, upgrading a cascaded architecture to a 1×64 centralized architecture will involve significant investment and deployment of additional fiber to take advantage of the full capabilities of GPON. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>A network built with the minimum number of connections, including splitter ports, will minimize optical loss while maintaining the flexibility necessary to ensure that equipment and customer churn can be quickly and cost-effectively accomplished. Splitter loss depends mainly on the number of output ports. Each splitter configuration is assigned a particular maximum split ratio loss, including connectors, defined by the ITU G.671 standard and Telcordia GR-1209. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Since the GPON standards have not yet defined the current split ratio maximum for 1×64 splitters, network designers must use a single 1×2 splitter interfacing two 1×32 splitters to make up the 1×64 configuration. Although this is allowable with today's packaging, using Class B optics leaves only 5.35 dB of "head room." Therefore, even with the best fiber manufactured, where the spectral attenuation is 0.31 dB per km, only a 17.25-km PON network is achievable without including any of the connectors within the CO or the splices in the OSP. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Still, the design engineer does have some options. In designing the network, premium splitters and low-loss connectors can be deployed, and fusion splices must be kept well below 0.05 dB of loss per splice. These and other techniques will be used until the standards line up with the technology for 1×64 and higher split ratios. In any case, it is easy to see that moving to a 1×64 split ratio from an existing centralized configuration will offer the best flexibility, easier test access, and the greatest overall cost efficiencies in most FTTP applications. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p><strong>GPON-ready: From CO to OSP</strong> <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Within the CO, flexibility is the key. A network should never be built for a single application. Rather, it should be built as a flexible long-term network that can adapt to changes in equipment and technology. A crossconnect network offers excellent flexibility for configuration points. The output connector side is an important consideration and should include high-quality connectors that can accommodate higher power. Again, as optical output levels increase, APC will offer both flexibility and adaptability in a migration to GPON technology. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>Cable management is critical in the CO, particularly bend radius protection. Serving more and more subscribers requires careful consideration of loss budgets and physical fiber management methods that protect the optical signal from any degradation. The CO considerations for GPON can be summarized in three words: flexibility, quality, and protection. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>The same architectural principles for the CO can be applied to the OSP portion of the network to ensure a smooth migration to GPON; the emphasis should be on centralized splitting. As described earlier, it's much easier to upgrade to a higher split ratio from a centralized approach than a cascaded approach. There is some serious doubt as to whether cascaded systems can even be converted to GPON without significant expense and overhaul. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>The selection of connectors in the OSP is another important element to GPON upgrades. Some vendors may tell customers that APCs are too expensive and not necessary for GPON networks. That may have been true at the onset, but the economies of scale in recent years have resulted in SC/APC becoming more cost effective. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>The trend toward pushing fiber all the way to the customer premise has established the need for high-performance hardened APCs that can withstand the rigors associated with OSP implementation. Connectors must perform in severe environments and varying temperature extremes. Today, cost-effective APCs are available and specifically designed to meet the highest OSP performance standards—minimizing loss budgets and mitigating reliability issues such as endface geometry and temperature variation. <!--startclickprintexclude--><!--endclickprintexclude--></p>
<p>While service providers strive to meet the challenges of upgrading their FTTP networks to GPON, equipment vendors should seek to make any migration as seamless as possible. Flexibility is always the key to achieving upgrades as easily, quickly, and painlessly as possible. <!--startclickprintexclude--><!--endclickprintexclude--><br />

Pudiera parecer hasta en cierto modo descompensado dado el gran tamaño de su pala, pero estos dos elementos hacen buena pareja, perfecta para los basses que sienten atracción por los cebos voluminosos.</p>

<title><![CDATA[Thoughts on ST Article on New Changi Prison Complex]]></title>

<content:encoded><![CDATA[<p>In the last post, I linked an <a href="http://http://www.straitstimes.com/Breaking%2BNews/Singapore/Story/STIStory_266793.html" target="_blank">article</a> by The Straits Times about Singapore's new Changi Prison complex, and that was it. Some have asked why I have not written my thoughts/comments about the article. This post hopes to address that.</p>
<p>The article had Teh Joo Lin describing the merits/differences of the new complex, Singapore's prison regime, and the current discourse on the relation between prison conditions and recidivism rates- essentially facts that I don't have any quarrel with.</p>
<p>The reasons why I thought the article was interesting and worth posting are as follows:</p>
<p>1) The very fact that an article was published is encouraging to me. To have a report published in the newspaper is indicative of at least some interest in engaging the public in what happens/the regime in Changi Prison;</p>
<p>2) I think it'll be interesting to read my experience in Eugene, OR in the U.S. against current realities in Singapore;</p>
<p>3) What most struck me in the article were the quotes from Prisons director Mr. Ng Joo Hee, particularly these two quotes:</p>
<blockquote><p>'It's a fundamental philosophy we hold on to. We operate a strict regime because these people have done harm and they have to pay for the harm they have done.' </p></blockquote>
<p>and</p>
<blockquote><p>'You cannot let them run around and do whatever they want. They'll learn more bad things in prison. Naughty prisoners infect one another.'</p></blockquote>
<p>With reference to both quotes, if my experience in <a href="http://www.oregon.gov/DOC/OPS/PRISON/osp.shtml" target="_blank">Oregon State Penitentiary</a> (OSP) was anything to go by, I realise what Mr. Ng is saying. When we took a 2.5 hour tour around OSP, we saw the realities of the prison- how most inmates were <em>not</em> like our classmates who were polite and had made the personal choice to reform. Inmates we encountered on the tour were leering, abrasive, and hard to control (a fight broke out in the field just 5 minutes after we were there). In this sense, yes- 'naughty prisoners infect one another'.</p>
<p>I do, however, question the use of the words 'infect' and 'pay'. With reference to the former, 'infect' conveys the idea of contagion, which makes me uncomfortable. Let's attribute this one to personal taste- referring to wayward behaviour as bacteria seems a little demeaning to me.</p>
<p>With reference to the need for 'these people [to] pay for the harm they have done'- it is precisely this mindset which I challenge myself (and you, my readers) to question.</p>
<p>What is the essence/purpose of prison systems? Retribution, or rehabilitation? I am not disputing the fact that prisoners 'have done harm' to society- I merely question whether saying they have to 'pay' for it is warranted/effective/humane.</p>
<p>It is here that I must pause and reiterate- my thoughts/opinions on all things prison-related have not been fully formed yet. The reason for setting up this blog was so I could engage with such issues. Happy journeying along with me as I figure out what on earth I think about prison systems, and share the experience with you.</p>
<p>Speaking of what is humane- I hope to talk about a section of our tour (the death chamber) in a future post, where I was irked beyond words.</p>

<title><![CDATA[The Outside Students' Application Process]]></title>

<content:encoded><![CDATA[<p>Many have asked how I even got involved in such a programme, so this post will deal with how I stumbled upon Inside-Out at the <a href="http://uoregon.edu" target="_blank">University of Oregon</a> (UO). Please note that I can only relate the Outside students' (meaning UO students') experience.</p>
<p>Quick background: I was at the UO for the terms Winter, Spring and Summer 2008 on an exchange. The exchange was between the <a href="http://nus.edu.sg" target="_blank">National University of Singapore's</a> (NUS) <a href="http://usp.nus.edu.sg" target="_blank">University Scholars Programme</a> (USP) and the UO's <a href="http://honors.uoregon.edu" target="_blank">Clark Honors College</a> (CHC).</p>
<p>Inside-Out was pioneered at the UO through the CHC in Spring 2007 as a 200-level course. <a href="http://directory.uoregon.edu/telecom/directory.jsp?p=findpeople%2Ffind_results&#38;m=staff&#38;d=person&#38;b=name&#38;s=steven+shankman" target="_blank">Professor Steven Shankman</a>, the first UO professor to be trained in the programme, taught the works of Fyodor Dostoevsky in the class- Notes from the Underground, Crime and Punishment, for example.</p>
<p>In Winter 2008, advertisements in Chapman Hall (the CHC building) were put up, giving notice to an information session on the course (application was still restricted to UOCHC students, although I have heard that there are plans to open the programme to the rest of the University, which is great). Interested students were to meet at the Knight Library for a briefing and to pick up application forms. I was walking down from class one day when I saw the poster, and decided to go for the briefing with my then-roommate, Suzi.</p>
<p>We went for the briefing where we sat through a presentation about the programme, then had an informative question and answer session, where we were told that the course would be a 400-level Honors College Colloquium this time. (We were also told that we were going to read just one massive text this time, against philosophy, instead of a selection of Dostoevsky's shorter works. This was received with mixed reactions at the time. Looking back, though, I wouldn't've had it any other way). A student who had taken the class in Spring 2007 had come in to share her experiences as well.</p>
<p>Interested students had to pick up an application form, which basically had questions asking why the applicant was interested in the course, whether he/she had had any experience with prisons, how he/she may contribute to the programme.</p>
<p>Students were then shortlisted for interviews with Professor Shankman, where we were asked to elaborate on certain bits of our answers, and had the time to clarify any doubts and/or ask any questions. We were then told that we would get a confirmation via e-mail to let us know if our application was successful or otherwise.</p>
<p>The process ended when Professor Shankman selected 13 Outside students to participate in the programme (13 because there were to be the same number of Inside students as well).</p>
<p>As for the application process for the Inside students, I'm not quite sure of the details, but Professor Shankman had told us that it was similar- application forms, interviews. Of course, there were more stringent criteria for Inside students (e.g. record of good behaviour, non-sex offenders)- but more on that in another post.</p>

<content:encoded><![CDATA[<p>While I would love to dive into writing about class experiences/issues/things that struck me while traveling, I think some background information is in order. This post will give an overview of the programme at its inception- its founding story, principles, statement, etc.</p>
<p>I would highly recommend going to the <a href="http://www.temple.edu/inside-out/">Temple University website about Inside-Out</a> at your own time- it isn't too packed with information and is a rather quick read. I'll be using a lot of their material for this post- where I don't have a 'click here for more' link after a quote, the information would have come from their website.</p>
<p>One thing to note before this all begins: As I state in my <a href="http://kellyqwtay.wordpress.com/about/">About page</a>, I had the opportunity of being part of Inside-Out during my stint at the University of Oregon's Clark Honors College (UOCHC). I experienced all this <em>in the U.S.</em>, but now write about it from Singapore. More on the significance on this in another post in the future.</p>

<p><strong>Why Temple University/Who is Lori Pompa?</strong></p>

<p>'In 1994, Lori Pompa, a Temple professor and longtime volunteer at several prisons, was hired to teach a course on the corrections system for Temple’s criminal justice department. Pompa says it wasn’t long before she realized, “we can’t just sit in a classroom and do this, we have to go in.”</p>
<p>Soon enough, Pompa was taking her students into prisons and meeting with death row inmates once a semester. The experiences proved so valuable for both the students and those behind bars, Pompa felt compelled to expand on the concept. <em>By 1997 she had created the Inside-Out Prison Exchange program</em>, a course that meets once a week for an entire semester behind prison walls...</p>
<p>...Inside-Out has proven so successful that in 2002 the Soros Foundation awarded Pompa a [highly prestigious US$65,000] grant to develop it into a national program. Over 160 professors from 80 colleges across the country have been trained in the program’s curriculum.' <p>She is now the Founder and Director of Inside-Out, and has taken the program nation-wide. So far, 18 states in the U.S. have participated in this programme, such as Maryland, New York, Delaware, Ohio and Oregon, amongst others.</p>

<p><strong>Whose Idea Was It?</strong></p>
<blockquote><p>'In fact, the idea for Inside-Out belongs not to Pompa, but to Paul, a bespeckled, soft-spoken man currently serving a life sentence at the State Correctional Institution at Graterford.</p>
<p>“Honestly, I don’t really think I would have come up with this idea myself,” said Pompa, noting that students in the program are identified only by their first names. “It’s not the obvious thing.”</p>
<p>A decade ago, Pompa’s students were participating in a panel discussion with some “lifers.” The dialogue was so intense that Paul said the groups could likely talk for an entire semester.</p>
<p>Pompa mulled over the idea for a while — almost two years, actually — and eventually wrote the Inside-Out curriculum, which, by its orchestration and locale, invites students to come together as one group to explore issues of crime, justice, race, class and victimization.' <p><strong>How Does Literature Relate?</strong></p>
<p>Professor Shankman referred to Paul many times throughout our course. Paul was present at a huge Inside-Out meeting a while ago, and had stated that his vision for Inside-Out was, (paraphrased), <em>the bridging of two worlds</em>. This could be interpreted in a variety of ways, of course, and to Professor Shankman, it was confirmation that reading Literature and Philosophy in his Inside-Out class was in line with the program's mission statement:</p>
<blockquote><p>'The Inside-Out Prison Exchange Program was established to create a dynamic partnership between institutions of higher learning and correctional systems, in order to deepen the conversation about and transform our approaches to issues of crime and justice.'</p></blockquote>
<p>It's perhaps useful to note that most often, it is criminal justice and sociology courses that are taught under Inside-Out.</p>
<p> </p>
<p><strong>Why Bother?</strong></p>
<blockquote><p>'It has become commonplace to note that, with two million people incarcerated, the United States has the largest prison population of any country in the world, in both relative and absolute terms, with millions more men and women under other forms of criminal justice supervision.  The other side of this coin is that we also have hundreds of thousands of men and women across the country working in prison security, administration, treatment, parole and probation.  Meanwhile, our violent crime rate, though lower than at any time since the 1970s, still is many times higher than that of other western industrialized nations, and more than two-thirds of those released from prison are back behind bars within three years.   </p>
<p>The cost of this situation can be measured in many ways: in our vast public corrections expenditures, in the pain suffered by those whose lives are damaged or destroyed by crime, in the frustration and wasted energy of many men and women who devote their lives to working in corrections but feel they aren't making a difference, and in the wasted talents of those whose life situations and poor choices have led to their spending years of their lives locked behind bars, shut away from their families and communities.'</p>
<p> </p></blockquote>
<p><strong>How Does Inside-Out Hope To Arrest (pun intended) This Problem?</strong></p>
<blockquote><p>'Inside-Out provides an opportunity to <em>put a human face on a problem that can be kept simplified only if it remains faceless</em>.  The ability not only to look at issues in complex ways, but to recognize the complexity in ourselves and others, <em>obviates our propensity for knee-jerk reactions</em>.  Stretching beyond our <em>simplistic assumption</em>s will, in time, produce a growing transformation in public thought.  By exploring theoretical concepts inside the prison, theory is moved out of the purely mental sphere to a more powerful level - as the mind is engaged, so is the heart.  If how we feel, to some extent, drives what we think, herein lies the crux of the transformative potential of this program.'</p></blockquote>
<p>That is, by the way, my favourite paragraph of the Inside-Out website. It relates so well to my personal experience with the programme.</p>

After being part of the UO-OSP Inside-Out Prison Exchange in Spring, I have been thinking of ways to keep myself engaged with issues concerning criminal justice and prison systems. I decided that blogging about the experience and discussing such issues would be a good way (amongst others) to achieve this- so here we are.</p>

<title><![CDATA[The Updated OSP and Free Software Interoperability]]></title>

<p>Knock me down with a feather - apparently the OSP covers the GPL.</p>
<p>In order for specifications covered by the OSP to be implemented in the free software ecosystem, and therefore for such specifications to be claimed to be interoperable with free software, a number of requirements must be met.  One of those requirements is that free software implementations of the specifications must be permitted.   The FAQ for the OSP has recently been updated to address some aspects of free software implementations.  Apparently the new wording is as follows:</p>
<p style="padding-left:30px;"><em><strong>Q: I am a developer/distributor/user of software that is licensed under the GPL, does the Open Specification Promise apply to me?</strong></em></p>
<p style="padding-left:30px;"><em> A: Absolutely, yes. The OSP applies to developers, distributors, and users of Covered Implementations without regard to the development model that created such implementations, or the type of copyright licenses under which they are distributed, or the business model of distributors/implementers. The OSP provides the assurance that Microsoft will not assert its Necessary Claims against anyone who make, use, sell, offer for sale, import, or distribute any Covered Implementation under any type of development or distribution model, including the GPL. As stated in the OSP, the only time Microsoft can withdraw its promise against a specific person or company for a specific Covered Specification is if that person or company brings (or voluntarily participates in) a patent infringement lawsuit against Microsoft regarding Microsoft’s implementation of the same Covered Specification. This type of “suspension” clause is common industry practice. </em></p>
<p>Any statement from the authors of the OSP to the effect that it covers GPL implementations is a good thing.    Indeed, <a href="http://brendanscott.wordpress.com/2008/02/05/ip-issues-with-ooxml-dis-29500/">I called for</a> something much like this in February  (actually, I asked for the addition of "A: yes" in the GPL question, but they've opted for "A: Absolutely, yes" instead).  However, given the history of this issue it is best to receive it with at least some caution.  Over an extended period during the passage of DIS 29500 through ISO the shepherds of DIS 29500 were repeatedly invited to make a statement about the OSP's coverage of GPL implementations.   They repeatedly declined to do so, <a href="http://brendanscott.wordpress.com/2008/02/05/ip-issues-with-ooxml-dis-29500/">including an express statement of GPL ignorance in the OSP FAQ</a>.   As recently as a month or so ago the Australian arm <a href="http://www.computerworld.com.au/index.php/id;983466358;pp;4">was bravely reiterating the ignorance line</a>.</p>
<p>Now, apparently, it has always been exceedingly clear that the OSP covers GPL implementations.   Had this been conceded twelve, or even six months ago it would have saved a lot of people a lot of heartache.</p>
<h4>Or would it?</h4>
<p>It is certainly good to see this concession to the GPL in the FAQ as well as other indications that the OSP may become free software compatible.  We should ask whether this alone is sufficient or whether more would be required before covered specifications can be considered to be interoperable with free software.</p>
<p>One of the reasons that the GPL ignorance line was trotted out for so long might have been concern over the <a href="http://www.groklaw.net/article.php?story=20080312151954507">the SFLC's criticism of the OSP</a>.  To put it in simple terms, the OSP does not travel with the code.  So writing a (eg) GPL* implementation of an OSP covered specification in the expectation that the code may be re-used for other things (which is a cornerstone of interactions in the free software community) creates a problem.  That code becomes encumbered by a patent mine which arms itself when the code is (non-conformingly) reused.  At best, even with this addition to the FAQ, the OSP still fails to respect the freedom of free software implementations (whether GPL or otherwise) of covered specifications.**  It is unclear, for example, what effect the "no surrender of others' freedom" clauses of the relevant GPLs would be in the event of a successful patent action against a non-conforming implementation.</p>
<p>Aside: Given the clauses in GPLv3 relating to patents and discriminatory patent licences (and the fact that many GPL v2 licences permit "GPL v 2 or later" licensing) it is an interesting question as to whether this endorsement of the use of the GPL will have broader impacts on the patents related to the covered specifications.</p>
<h4>Who's Really to Blame?</h4>
<p>In one sense this is a problem created by a defective patent law, rather than the terms chosen by any one company.  In that sense, it would not be appropriate to criticise any particular company for granting a patent licence in terms similar to those used by other industry participants (at least, that is, if the other industry participants had expended the same amount of effort to <a href="http://brendanscott.wordpress.com/2008/01/18/more-on-the-osp/">threaten the open source ecosystem with patent liability</a>).</p>

<p>* The GPL is used here only for convenience, the effect seems to be independent of the particular licence.</p>
<p>** There is a <a href="http://port25.technet.com/archive/2008/07/25/osp.aspx">blog post by Richard Wilder</a> (the link I was first given for this article has 2008/7/25 in the link, but the same article appears to be served for links with this replaced by x/y/z where x &#62; 1000, and y and z &#60; 100)  <a href="http://port25.technet.com/archive/2008/07/25/oscon2008.aspx">described by Sam Ramji as a "clarification of the OSP</a>" which discusses partially conforming implementations.  It is not clear what the status of this post is in varying or affecting the interpretation of the OSP, but let's assume it is a binding statement.  I am not sure I fully understand the context, but the focus of the post seems to be on implementations which are a subset of the full specification covered by the OSP.  While it mentions non conformance due to bugs it seems to indicate that if the bug-affected parts are therefore non-conforming then they will not be covered by the OSP (although the OSP coverage of the conforming part of the implementation will not be affected).  If this reading is correct, then presumably the same logic would apply to non-conforming parts which are due to a modification of code made in the exercise of a person's freedoms.</p>

<content:encoded><![CDATA[<p><strong>"Lato 2008 Bawimy się razem" </strong>- pod takim hasłem przebiegał żurowski festyn, który odbył się 27 lipca 2008 roku na placu przed remizą OSP i w jego okolicach. Oczywiście pogoda była słoneczna. Ludzie także dopisali, choć w porównaniu do ubiegłego roku, zauważa się coraz większe zainteresowanie tego typu imprezami przez młodzież gimnazjalną i szkół średnich, mniej było osób starszych.  Impreza zaczęła się od zasadzenia drzewka, które wygrała nasza orkiestra w jednym z konkursów. Do zgarnięcia były nagrody za zakupione losy. Tradycyjnie przeważały <strong><a title="wyroby z drewna żurowa" href="http://zurowa.wordpress.com/wyroby-z-drewna/">wyroby z drewna</a>. </strong>Jedną z nagród był odkurzacz samochodowy. W bufecie można było dostać ciepłą przekąskę, a pod parasolami wypić piwo. W naszym tanecznym "okręglaku" bawili się mieszkańcy z terenu gminy Szerzyny, a nawet gmin sąsiednich. Strażacy zrobili <strong><a title="festyn w żurowej" href="http://nasza-klasa.pl/profile/10743171/gallery">kilka zdjęć z festynu</a></strong>.</p>

<p>Þjóðhátíð á næsta leyti eins og allir vita og verðum við Sírena föstu punktarnir í tilverunni þar, í banastuði að sjálfsögðu, tryllandi lýðinn með gítarsólóum og fabjúlössheitum!</p>
<p>Kannski vinir mínir í svörtu fötunum (eða lopapeysunum) biðji mig um að taka lagið með sér á ný! ég er ekki í nokkrum vafa um það! allavega verður úgúleleinn góði með í för!:</p>

<p>"zasłoń" miejsce wypadku oraz osoby udzielające pomocy bryłą swojego pojazdu, który musi mieć włączone światła awaryjne i postojowe ( w warunkach nocnych konieczne są włączone światła mijania, to one oświetlą miejsce wypadku ),<br />
w odpowiedniej odległości ustaw trójkąty ostrzegawcze ( własny lub z pojazdów poszkodowanych ),<br />
wykorzystaj światło ostrzegawcze latarki podręcznej,<br />
przy pomocy telefonu komórkowego ( połączenie z numerami alarmowymi 998,997,999,112 jest bezpłatne ) lub radia CB wezwij służby ratownicze, policję,<br />
jeżeli nie możesz spełnić powyższego warunku, spróbuj zatrzymać inne pojazdy bo sam możesz nie być skuteczny w działaniu,<br />
jeżeli nie masz szans na pomoc innych, nie trać czasu zacznij działać sam, najważniejsze dla rannych bez pulsu i oddechu są pierwsze 4 minuty, ale pomoc im udzielona musi być fachowa.</p>
<p>2  Zbliżając się do pojazdów, które uległy wypadkowi :</p>
<ul>
<li>weź ze swojego pojazdu gaśnicę,</li>
<li>weź ze swojego pojazdu apteczkę,</li>
<li>weź ze swojego pojazdu narzędzie, którym będziesz mógł zbić szybę lub pomoże ci w otwarciu drzwi,</li>
<li>weź ze swojego pojazdu nóż do cięcia pasów bezpieczeństwa lub inne ostre narzędzie, które może go zastąpić ( scyzoryk, nóż myśliwski, itp.)</li>
<li>oceń, czy pojazd nie ulegnie niekontrolowanemu niebezpiecznemu ruchowi lub przemieszczeniu,</li>
<li>sprawdź czy z pojazdu (-ów) nie wycieka lub nie ulatnia się medium napędowe,</li>
<li>zachowaj szczególną ostrożność,</li>
<li>spróbuj zatrzymać inne pojazdy bo sam możesz nie być skuteczny w działaniu, jeżeli nie masz szans na pomoc innych nie trać czasu działaj sam.</li>
</ul>
<p>3 Wykonaj następujące czynności jeżeli jesteś przy pojazdach :</p>
<ul>
<li>sprawdź, które drzwi otwierają się i ułatwi to kontakt z poszkodowanymi,</li>
<li>jeżeli drzwi nie dają się otworzyć, zbij szybę, w taki sposób, aby nie powodować dodatkowych urazów u poszkodowanych,</li>
<li>zbijając szyby zachowaj szczególną ostrożność - pamiętaj, że szkło hartowane ( najczęściej szyby boczne ) rozpada się na małe ostre kawałki, natomiast szyby klejone ( zawsze szyba przednia i w większości przypadków tylna ) pękają, ale pozostają zwykle w jednym elemencie,</li>
<li>dostań się do środka pojazdu, wyjmij kluczyki ze stacyjki, ale zostaw je w samochodzie,</li>
<li>oceń czy dalsze czynności ratownicze na pewno nie zagrażają twojemu zdrowiu i życiu,<br />
w przypadku jeśli samochód stanie w płomieniach, użyj dostępnej Ci gaśnicy samochodowej - nie obawiaj się zbiornik paliwa nie eksploduje,</li>
<li>jeśli stwierdzisz u poszkodowanych brak oznak pulsu i oddechu przystąp do ożywiania,</li>
<li>najskuteczniejsze działania przedmedyczne wykonasz z dala od uszkodzonych pojazdów ewakuując poszkodowanych.<br />
Nie rób tego jednak, jeżeli nie umiesz zrobić tego prawidłowo, ponieważ możesz pogłębić urazy, a nawet spowodować śmierć poszkodowanego.</li>
</ul>
<p>4 Zalarmuj służby ratownicze, a w przypadku gdy :</p>
<ul>
<li>samochód nie jest narażony na niekontrolowany ruch lub przemieszczenie</li>
<li>nie ma wycieków paliwa</li>
<li>odłączona jest instalacja elektryczna pojazdu</li>
<li>miejsce zdarzenia jest odpowiednio zabezpieczone</li>
<li>poszkodowani dają oznaki życia, ale są uwięzieni w pojeździe,  - przystąp do udzielania im pierwszej pomocy ( opatrzenia ran, tamowania krwotoków, ustabilizowania kręgosłupa i kończyn ). Kontroluj oddech i czynności serca poszkodowanych, okryj ich kocem lub odzieżą w celu uniknięcia pogłębienia wstrząsu. Zostań przy poszkodowanych do czasu przybycia ratowników.</li>
</ul>
<p>Pamiętaj aby wszystkie czynności wykonywać z rozwagą, bez niepotrzebnych emocji i dodatkowych zniszczeń, do czasu aż przybędą specjalistyczne służby ratownicze.</p>
<p>Pamiętaj, że Ty również możesz się znaleźć w podobnej sytuacji.</p>

<content:encoded><![CDATA[<p>Celem ewakuacji ludzi jest zapewnienie osobom szybkiego i bezpiecznego opuszczenia strefy zagrożonej lub objętej pożarem. Do celów ewakuacji ludzi służą korytarze - poziome drogi ewakuacji i klatki schodowe - pionowe drogi ewakuacyjne z których istnieje możliwość bezpośredniego wyjścia na zewnątrz. Drogi i wyjścia ewakuacyjne oznakowane muszą być pożarniczymi tablicami informacyjnymi zgodnie z PN - 92/N - 01256/02 "Znaki Bezpieczeństwa - Ewakuacja. Ewakuacją ludzi z części lub z całego obiektu zarządza kierujący akcją ratowniczo - gaśniczą. W przypadku zaistnienia pożaru lub innego zagrożenia budynku lub jego części, osoby nie biorące udziału w akcji ratowniczej powinny opuścić strefę zagrożenia. Osoby opuszczające strefę zagrożenia kierują się do najbliższego wyjścia służącego celom ewakuacji zgodnie z oznakowaniem. W czasie prowadzenia ewakuacji zabronione jest:<br />
dokonywanie jakichkolwiek czynności mogących wywołać panikę,<br />
przechodzenie w kierunku przeciwnym do kierunku ewakuacji,<br />
zatrzymywanie się lub tamowanie ruchu w inny sposób.</p>
<p>Osoby ewakuowane muszą podporządkować się poleceniom ratowników to jest osobom prowadzącym ewakuację: <a title="straz" href="http://www.straz.info/">strażacy</a>, pracownikom służby zabezpieczenia obiektu. Poza ewakuacją ludzi niejednokrotnie zachodzi konieczność ewakuacji mienia. Celem ewakuacji mienia jest zabezpieczenie cennych przedmiotów oraz ważnych dokumentów przed zniszczeniem lub uszkodzeniem w przypadku pożaru lub innego zagrożenia. Ewakuowane przedmioty i dokumenty należy umieszczać aby nie były narażone na zniszczenie lub uszkodzenie. Działania ewakuacyjne muszą być prowadzone w sposób skoordynowany, nie powodujący utrudnień w innych działaniach. Kierujący działaniami powinien wstępnie określić pomieszczenia z których należy wynieść mienie. Do pomieszczeń, z których należy ewakuować mienie w pierwszej kolejności, jeśli istnieje taka możliwość bez narażenia życia i zdrowia zalicza się:</p>
<ul>
<li>pomieszczenia bezpośrednio zagrożone pożarem, w których jest źródło ognia,</li>
<li>pomieszczenia sąsiednie ( w pionie i w poziomie) - możliwość rozprzestrzeniania się pożaru lub uszkodzenia przez działanie wysokiej temperatury i gazów popożarowych (dymu),</li>
<li>pomieszczenia pod palącym się pomieszczeniem narażone na możliwość zalania w czasie akcji gaśniczej.</li>

<p>1 W przypadku powstania pożaru wszyscy zobowiązani są podjąć działania w celu jego likwidacji:<br />
zaalarmować niezwłocznie, przy użyciu wszystkich dostępnych środków osoby będące w strefie zagrożenia,<br />
wezwać straż pożarną .</p>
<p>2 Telefoniczne alarmowanie należy wykonać w następujący sposób: Po wybraniu numeru alarmowego <a href="http://www.grudzice.straz.info">straży pożarnej</a> 998 i zgłoszeniu się dyżurnego spokojnie i wyraźnie podaje się:</p>
<p>    * swoje imię i nazwisko, numer telefonu, z którego nadawana jest informacja o zdarzeniu,<br />
    * adres i nazwę obiektu,<br />
    * co się pali, na którym piętrze,<br />
    * czy jest zagrożenie dla życia i zdrowia ludzkiego.</p>
<p>Po podaniu informacji nie odkładać słuchawki do chwili potwierdzenia przyjęcia zgłoszenia .</p>
<p>Przyjmujący może zażądać:</p>
<p>    * potwierdzenia zgłoszenia poprzez oddzwonienie,<br />
    * dodatkowych informacji, które w miarę możliwości należy podać.</p>
<p>3 Przystąpić niezwłocznie, przy użyciu miejscowych środków gaśniczych do gaszenia pożaru i nieść pomoc osobom zagrożonym w przypadku koniecznym przystąpić do ewakuacji ludzi i mienia. Należy czynności te wykonać w taki sposób aby nie doszło do powstania paniki jaka może ogarnąć ludzi będących w zagrożeniu, które wywołuje u ludzi ogień i dym. Panika może być przyczyną niepotrzebnych i tragicznych w skutkach wypadków w trakcie prowadzenia działań ratowniczo gaśniczych. Dlatego prowadząc jakiekolwiek działania w przypadku powstania pożar należy kierować się rozwagą w podejmowaniu decyzji. Do czasu przybycia straży pożarnej kierowanie akcją obejmuje kierownik zakładu pracy /właściciel obiektu/ lub osoba najbardziej energiczna i opanowana.</p>

<p>yah itulah yang ku kerjakan dan ku impikan selama 6 bulan berkutat dengan olimpiade sains nasional 2008</p>
<p>aku memilih astronomi yang memeang sejak dulu hal yang ku gemari tapi.... hal itu tidak menjamin ketika di sekolah aku hanya mendapat pelatihan fisika dasar yang 85% gak kepake buat osn sial duhhh. setlah mencoba keberuntungan di pra osk jakarta barat yang ternyata aku lolos whoooo gak nyangka juga kali yah bisa lolos ckckckc.</p>
<p>Dapet lah pelatiha 2 kali pertama oleh guru dari SMAK penabur 1 (sma yang biasanya mencetak juara juara osn lho) dan satu lagi oleh peraih medali emas osn tahun lalu lagi lagi dari SMAK penabur 1 yang bernama ARI. Setalah dapet pelatihan yang bener bener saya gak ngerti. Jujur saya cuma bisa cengok doang sih ckckck. Nah lalu saya ikut osp lagi dengan kaget bukan main yang ternyata soalnya lebih sulit dari pra osn . dengan kemampuan seadanya saya cuma berharap bisa lah lolos dengan kemungkinan kecil . Ternyata hasilnya mengagetkan loh .</p>
<p>Bisa lolos tingkat jakarta barat memberikan secerca harapan yah setidaknya ada kemungkinan lolos . nah ternyata ada namnya pra osp yang mengurangi jumlah orang dari 150 orang menjdi 125 pada titik ini saya sedikit yakin loh hehehehe.</p>
<p>Tetapi pada pagi hari tes saya haru mendapat kecelakaan di depan sekolah saYA sendiri sungguh menyedihkan memang dan mengakut kk kelas saya yang bernama hendrik yang ikut juga osn astro setlah mendapat preasure dari dalam otak kami sampai di tempat tes yang ada di sekloah sma 31 duh jauh juga . Dengan keaadan under preasur saya bingung dan gak isa ngerjain soal pra osp (yah memang bukan jalnya kali).</p>
<p>Ternyata saya lolos wow saya sunguh kaget benar benar kaget dan mendapat pelatihan selama 3 hari yang sunggu melelahkan dan membingungkan buat saya jujur saya sudah ciut di situ saya merasa tak mungkin lolos lah .</p>
<p>dan ternyata benar ketika tanggal 4 juni saya mengikuti osp begitu melihat soalnya dohhhhhhhhhhhhhhh ternyata sangat sulit diluar perkiraan dan saya hanya dapat berkata gak lolos deh . soal tingkat nasional benar benar sulit dan kemampuan berhitung saya diuji di situ.</p>
<p>yah saya gak isa berhitung mau gimana lagi</p>
<p>dan pada akhir juni saya mendapatkan kalo hasil osnnya saya tidak lolos</p>
<p>saya sedikit menyesal kenapa gak pindah ke kebumian (what pindah ) yah .</p>
<p>sekolah saya gak punya guru yang berkompeten untuk melatih anak kebumian tapi saya yakin tahun ajaran ini saya harus bisa ke olimpiade sains nasional untuk kebumian</p>

<p>Yang kedua adalah dari bidang fisika. Pas banget saya lagi browsing ke <a href="http://www.tofi.or.id">www.tofi.or.id</a>, di sana ada post yang menurut saya *maaf bagi yang merasa* adalah sebuah hiburan tersendiri buat saya. Ya lumayan lah tadi saya sedikit tertawa melihatnya. Jadi daripada lama-lama, langsung saja, ini postnya.</p>
