O Plenário aprovou o projeto de lei de conversão do deputado Marco Maia (PT-RS) à Medida Provisória 440/08, que reajusta as remunerações de servidores de diversas carreiras consideradas como típicas de Estado. Além disso, a MP transforma os salários dos ocupantes desses cargos em subsídios, com efeitos financeiros a partir de 1º de julho deste ano.

The first issue we need to tackle is gun ownership, we need to let them know that if as a general rule SAPS cannot issue gun licenses within 60 days the current law needs to be “put on hold” and any person who DOES NOT have a criminal record must be issued a gun license. It is insane that law abiding citizens cannot get a license to own a firearm to protect themselves and their family. Gun laws do nothing but keep guns out of the hands of law abiding citizens, no matter what laws are passed the bad guys will still get whatever guns they need.

The handgun ban which removed all legal pistols in the UK hasn’t stopped illegal handguns. In the United States, the States that have laws which state that anyone who does not have a criminal record can carry a concealed firearm are the lowest crime rates. Arizona is a State with such a law, except in Phoenix where you cannot carry a concealed firearm, and Phoenix has the highest crime rate in the State of Arizona. Florida is another State that has such a law, so the bad guys started staking out the Miami International Airport and targeting visitors and rental cars because they knew they did not have guns.

I does not matter what party you support, this issue crosses all party lines, I urge you to contact your MP, and the current Minister of Safety and Security  Nathi Mthethwa, and threaten to vote for one of the other parties if they do not do something, the MP’s and cabinet ministers, need to start feeling the rath of the people, if you do not know who your MP is contact me by email and I will find out for you. Abogados expusieron que el Ministerio Público (MP) interpretó mal el artículo 15 del Tratado de Extradición entre Guatemala y México, pues el ex presidente Alfonso Portillo puede ser juzgado por otros casos.

Omar Contreras, fiscal contra la Corrupción, refirió la semana última que no se podría seguir con otras acciones contra Portillo, porque ese tratado tenía una limitante. “La persona reclamada no podrá ser detenida, juzgada o sancionada por un delito distinto a aquel por el cual se concedió la extradición”, expuso.

Sin embargo, Luis Ramírez, del Instituto de Estudios Comparados en Ciencias Penales; Karen Fischer, ex fiscal contra la Corrupción; Mario Fuentes Destarac, presidente del Centro para la Defensa de la Constitución (Cedecon), y el abogado César Guzmán, coincidieron en que el MP está equivocado.

Explicaron que la cláusula del tratado detalla que no se podrá agregar un delito distinto en el caso por el que fue extraditado —peculado de Q120 millones—, pero no se refiere a las investigaciones de otros procesos.

“Sí se le puede citar para que declare para un proceso penal distinto, pues hay casos que no han sido investigados”, explicó Guzmán.

Fischer opinó que el MP expuso esa “mentira” para que haya impunidad en ese caso. Añadió que hubo negligencia, pues no han hecho nada contra Portillo durante cuatro años.

Ramírez expuso: “Es importante que el MP trate de juzgarlo rápido, debido a que hay peligro de fuga, y si existen otros casos, se podrán plantear nuevas acciones contra él”.

Portillo fue extraditado de México el 7 de octubre recién pasado, después de que permaneció cuatro años y siete meses prófugo.

El ex mandatario es acusado de peculado porque autorizó una transferencia de Q120 millones, de los cuales Q34 millones llegaron a cuentas de su amigo José Armando Llort Quiteño, presidente del Crédito Hipotecario Nacional en ese entonces.

Estos movimientos, observa la PGN, no fueron comunicados por escrito u oralmente a la Policía Nacional Civil (PNC) o al Ministerio Público (MP).

A pesar de reconocer no haber sido notificada, Lea De León, abogada defensora de Banco Uno, anunció que se presentarán en los tribunales, con el propósito de rebatir los argumentos de la PGN, la cual, a su criterio, “está actuando a ciegas, y respondiendo a presiones de algún tipo”.
Asimismo, cuestiona a la Procuraduría por desconocer los procedimientos, y asegura que todas los movimientos hechos en el banco fueron por instrucciones recibidas del Congreso. Refiere también que para hacer transferencias no se requiere de dos firmas, como lo asegura la PGN, pero eso es algo que se dará a conocer cuando el MP proceda a investigar.

I går, fredag, öppnade Mona Sahlin åter dörren till Ohly.

De som vill vara med, skall naturligtvis få vara med. Här väljs ingen efter prestige, status eller plånbokens storlek.

Jämfört med nuvarande Moderatledda Alliansregeringen inget kan bli sämre med S+Mp+ V (ev.)-regering.

I dagens läge märks att  Sverige drivs som ett aktiebolag där främsta syftet är att maximera statskassan med mindre hänsyn till de grundläggande behövena - välfärd, trygghet, rättvisa och solidaritet. Den internationellt kända "svenska modellen" med LO som huvudaktör har försvagats, A-kassa ersättningen har försämrats, sjukförsäkringen likaså. Yrkesutbildningar har bantats ned till förmån för elitsatsningarna. Tryggheten för gemene man uppenbart faller.

En sak är säker, med seger valet 2010 med S+Mp+V (ev.), kommer Sverige att vara mycket mänskligare än nu!

Med Mona Sahlin som statsminister kommer även Sverige att ha en aktiv, entusiastisk och engagerad ledare, jämfört med PM Reinfeldt som varken syns eller hörs trots FRA-protester, finanskrisen, börs kollapsen och mass uppsägningar av arbeten. Däremot när det gäller att såga Mona Sahlin som person är PM Reinfeldt snabbt som blixten, och därmed är ett dåligt föredöme som ledare.

Politiken trots allt skall handla först och främst om människors bästa, och man skall aldrig underskatta väljarna som har stor förståelse för mänskliga beteenden som Mona Sahlin gjorde.

Today, Steve V from Far n wide blog mentioned a press release issued by Conservative through CTV, questioning some technical details of the tape. If the tape is fake why didn’t Harper just come out and said so. Why did he not say “That tape was spliced together” or “I did not say what was on that tape. It is fake or doctored”? They need to analyze it first and have his men raise it with CTV? All the while he did not deny what was said on that tape. This raises more question.

BTW, the lowest and sleaziest moment thus far in a sad tale: Mike Duffy asking Cadman’s daughter, live on TV, if her dying dad was “fuzzy on drugs” when he told her about the Conservative offer. To her credit, she did not tell him to get stuffed.

It makes me uncomfortable that it seems like Duffy is trying to discredit Cadman. Duffy could claim he is just being an inquisitive journalist. But their past record of coming to Harper’s defence makes me fear this has less than decent motive. I hope I am wrong or it will confirm my fear that CTV is becoming Fox news of Canada.

What change of course is now I know without any doubt that Mike is just an obedient Harper's puppet. But more importantly, the court just confirm what we already know back then that the tape was not doctored (The Star). An important point from that article is Harper lied under oath when he says:

" What I do know is that this answer is not the answer to this question, I think there's been some editing in this question, so I don't think it goes from this question to this answer."

Harper insisted in his testimony that at that point in the interview he told Zytaruk he did not know about the offer of an insurance policy. He claimed Zytaruk edited that response out of the recording.

It's all very unexciting, but it will be fascinating to see how the political world works.  Which I need to know. 

I am a second year PR student and want to go in to lobbying/politics.  I've never been one for the spotlight but I like the power, so what better way to get power than to influence the decision makers.

Ideally I would like to work for an eco-friendly or not for profit organisation.  The way I see it, if  I am going to help policy and decision makers, they may as well be for the good of the earth.  That, and the fact that my sister said she would hate me forever if I was to work for someone like proctor and Gamble!

One of the things I need to know inside out doing the PR course, is the news.  And hasn't it been fascinating recently.  I realised that I could've made a killing on the stock market these last three days.  Not by buying and selling shares, thats silly.  But you can actually bet on the stock markets.  So let's say I put £10 on the Dow Jones to go down on a specific day.  For every point that the Dow Jones goes down, I get £10 back.  And since today they lost shit loads of points, I would be rich.

But don't go thinking that sounds easy.  If you bet on it going down, and it goes up, you OWE £10 for every point it goes up.  So you wanna be careful

Sessions judge SM Komathy Suppiah ruled today that the details, which had been read out in court yesterday, are admissable in the ongoing proceedings to hear the validity of a transfer order signed by Abdul Gani.

Anwar had claimed trial on Aug 7 to a charge of sodomising his former personal aide Mohd Saiful Bukhari Azlan, 23.

The prosecution is attempting to move the case to the High Court, but the defence team is resisting this, allegedly due to fear of political interference in the outcome. 

During submissions yesterday, Anwar's lawyer Sulaiman Abdullah (right) had made startling revelations on Abdul Gani’s alleged involvement based on a court document by police personnel Mat Zain Ibrahim, who was involved in the investigation of Anwar’s ‘black eye’ incident in 1998.

Mat Zain provided details of serious allegations of prosecutorial misconduct on the part of Abdul Gani in the case.

However, the details were disputed by lead prosecutor Mohd Yusof Zainal Abiden, who said these should not be reported by the press until the evidence is ruled admissible by the court, or it could tarnish the AG’s name.

The court, which sat this morning, also adjourned the proceedings to Oct 31 to accommodate Anwar’s presence in Parliament when it reconvenes on Monday.

Anwar was elected to the Permatang Pauh parliamentary seat in a by-election on Aug 26 and is now the opposition leader.

At a Hari Raya function in Miri on Monday, he said the reports were nothing but “lies” and demanded that the newspapers corrected them. The irate chief minister also warned that appropriate action would be taken against those who failed to apologise for the ‘false’ reports.

The Borneo Post, a leading local English daily, quoted the chief minister as saying that he regarded the media reports as acts of sabotage against the state.

“Check your information or you will be suspected by the decent people of Sarawak of trying to sabotage us when we have toiled to develop our state,” Taib said, in an apparent reference to reports published last week in both the Star and New Straits Times on the two issues.

Apart from The Borneo Post, several local Chinese dailies also published similar reports.

Local and national papers reported that a large group of Kadayan-Malay land-owners staged a ‘friendly protest’ after a legal firm, acting for a plantation company, last week issued notices seeking to evict them from their ancestral land which is now part of a provisional land lease issued to the company by the state government.

The company is said to be linked to a prominent Chinese businessman with powerful political connections in the state.

An Orang Ulu lawyer acting for some of the aggrieved native customary rights (NCR) landowners told Malaysiakini today that the case has been filed and will be heard in court soon.

Irate chief minister

Taib’s initial reaction to the reports on the protest by the Kadayan-Malay landowners surprised many as he was quoted by local newspapers as saying then that if the land-owners wanted to play rough with him, he was ready to do the same with them, adding that whether they liked it or not, here in Sarawak “I am the government”.

It was initially reported that the chief minister would hold a dialogue with the landowners but yesterday the chief minister changed his mind and instead dispatched his Assistant Land Minister Naroden Majais to meet representatives of the Kadayan-Malay community, led by Pemanca Abu Bakar Pangis, to find ways to resolve the land dispute.

After the meeting, the assistant minister told reporters that the villagers and the Land and Survey Department would carry out a joint survey to determine the location of the NCR land in relation to the leased land. The land lease covers about 5,000 acres and is prime agricultural land.

At another function in Betong yesterday, Taib again lashed out at the newspaper reports, calling them “acts of sabotage” which Sarawakians should ignore as they were written by journalists who had little or no knowledge of the state.

The Borneo Post today quoted him in a front page report as saying, “I have a heavy responsibility looking after the welfare of the people and will not allow the freedom of some newspapers to disrupt our progress and racial harmony.

‘We need to protect Sarawak from some irresponsible people. To protect our political stability, we must work together,” he was reported as saying.

Shocked by ‘sheer arrogance’

Meanwhile, Sarawak PKR legal advisor See Chee How said Taib’s comments were made out of “sheer arrogance”, adding that he was shocked and disappointed with the response of Sarawak BN leaders to the issues brought up by the media.

“Any reasonable government would appreciate the efforts of journalists and newspapers who have the courage to assist in the exposure of these heinous crimes,” said See when contacted by Malaysiakini today. “But unfortunately, the Sarawak government is in a state of denial by dismissing any truth in the published reports.

See said the Sarawak government should assist and facilitate a national effort to investigate the allegations.

“We are talking about the sexual abuse of teenaged school girls,” he said referring to the alleged sexual abuse of Penan girls by logging company workers operating near Penan settlements.

See opined that one of the reasons why the victims have yet to come forward to lodge police reports could be their distrust of law enforcement agencies in Sarawak.

“I do not blame them, considering the circumstances they are in. Before any investigation was carried out, the Marudi district police chief Jonathan Jalin was already reported to be dismissing the allegations, saying that there was no evidence to support them.

“How can we expect a thorough and impartial investigation into the matter from the force in Sarawak which has already dismissed the allegations before any investigation has taken place?” he asked.

The embattled premier announced this today to a packed press conference after chairing a 90-minute BN special supreme council meeting.

He added that his decision not to contest in the Umno polls was not to create a rift in the party.

"I am announcing I will not seek the presidency of Umno in the upcoming elections. I do not want a divided party and governing coalition, but one that is united and harmonious," Abdullah, 68, told a packed press conference, referring to the party's internal leadership vote in March.

Under the power transition plan agreed between Abdullah and his deputy, Najib Abdul Razak, 55, the deputy premier will take over as soon as Abdullah steps down.

"At some point I will have to hand over to my successor," he added.

He said that he hoped the person who will take over from him would be Najib.

"I hope it is Najib. Why do I say hope? Najib has to stand for Umno elections first. Once he wins the elections and becomes party president then we will discuss it (the transition)," he said.

"It is not the time for us to indulge in infighting or engage in narrow politics, it is now time for us to strengthen our unity and cooperate among ourselves and place the interests of the country above all."

Abdullah also said that he would want to implement his promises in reforming the judiciary and to give more bite to the Anti-Corruption Agency to fight graft before he leaves.

He added that Najib had agreed to back these initiatives.

Najib did not comment on the matter today, saying that he would hold a press conference tomorrow.

Cleaning up the judiciary, police force

In pursuing these reforms, Abdullah said that he will be tabling two key bills in the Parliament before the end of his term - the Judicial Appointments Commission and the Malaysian Anti-Corruption Commission.

The outgoing premier also vowed to push through the controversial Special Complaints Commission, which has been stalled in Parliament.

Abdullah had spoken much about these reforms in the past but to date no concrete action has been taken to get them moving.

"These initiatives are important because they are necessary to move our country forward. These initiatives are needed to regain our country's competitiveness. They are necessary to enable our nation and our society to face the challenges that the world has in store for us."

Earlier a component party leader told Malaysiakini that after Abdullah's announcement, the BN leaders took turns to thank him for his leadership over the past five years.

While Abdullah was briefing BN leaders on the power transfer plan at the meeting, scores of his supporters had gathered outside the PWTC building to urge him to stay on.

Armed with banners, the supporters called on the embattled premier to continue until 2010 amid the now confirmed speculation that he might be forced to step down earlier.

Seen as weak and ineffective

Should Abdullah resign as prime minister in March 2009, he would be one of the most shortest-serving prime ministers - his term lasted five years five months.

The country's second prime minister, Abdul Razak Hussein, who died in office in 1976, served for five years four months.

Meanwhile, third prime minister Hussein Onn, who resigned in 1981 to make way for Dr Mahathir Mohamad ostensibly due to health concerns, served for five years six months.

Mahathir went on to serve for 22 years - the country's longest. Malaysia's first prime minister, Tunku Abdul Rahman, on the other hand, was at the helm for 14 years.

Nevertheless, it is possible that Abdullah may continue to serve as premier for a few more months despite no longer being Umno president.

Abdullah, who took power on Oct 31, 2003 from Mahathir, won a landslide victory in the March 2004 general election only to suffer an unprecedented defeat exactly four years later.

He was initially buoyed by a groundswell of support for his promises of reform after two decades of hardline rule under Mahathir - the country’s longest serving leader.

However, he was quickly seen as weak and ineffective after failing to come to grips with endemic corruption, high crime rates and inefficient bureaucracy, issues which he had vowed to address in his 2004 election manifesto.

Ali Rustam: Resignation will unite party

Umno vice-president Mohamad Ali Rustam, a possible contender for the newly vacated deputy premier's post, said Abdullah's announcement would revitalise the party which has been in disarray since the elections.

"This will unite Umno and Barisan Nasional so that we can win the next election. I hope all Umno members will support Najib," he said. "Najib has to regain public confidence for the Barisan Nasional."

BN's coalition partners representing ethnic Chinese and Indian minorities were almost wiped out in the elections.

"Barisan Nasional's challenge is to see how it can concretely carry out reforms. BN needs rebranding. It has to change its attitude and approach," said Dr Koh Tsu Koon, chief of the predominantly Chinese Gerakan.

"The next general election is not going to be easy unless we really, really reform," he added.

Political observers said Najib faced a massive task to revitalise the government which is seen as out of touch and riddled with corruption and cronyism.

"He certainly will want to portray himself as a reformer, he will need to do that in order to survive, but voter patience is a lot thinner now than a few years ago," said Ibrahim Suffian from the Merdeka Centre research firm.

"With the advent of a new leader they might salvage some sort of hope and credibility," he said.

Det är lite svårt att förstå exakt hur sossarna stora ledare Mona Sahlin tänker!? Förmodligen har hon förblindats av de olika opinionsmätningarna som visar majoritet för s+mp=sant. Saken är den bara att om hon och skogstomtarna tagit lärdom av historien, så borde de insett att de riskerar att tappa denna opinionsledning ju närmare valet vi kommer, dvs. det tenderar att jämna ut sig lagom till valet. Det kan lätt sluta med att de får krypa till korset och stå med mössan i hand och be bolsje..*host* Lars Ohly att hjälpa till med att återigen driva en oansvarig politik.

Här önskar jag citera Jan Björklund: Det har sällan varit tydligare vilka alternativ som svenska folket har att ta ställning till om två år. Det handlar om en allianspolitik som står för sunda finanser och långsiktigt tänkande, eller ett rödgrönt ekonomiskt kaos som resulterar i en räntechock, en energiprischock och en skattechock.

In a posting on his blog, Umno leader Ruhanie Ahmad said the meeting, which started at about 11pm, was held at the prime minister’s official residence in Putrajaya.

Ruhanie, the former Barisan Nasional Backbenchers Club (BNBC) chairperson, added that some 200 supporters had attended the meeting, including some of the staunch supporters of Umno vice-president Mohd Ali Rustam.

He said that Abdullah is expected to announce his decision to stay on at the BN special supreme council meeting scheduled for 3.30pm this afternoon.

The premier, who took over the reins of the party and nation in 2003, has come under intense pressure to step down since the ruling coalition's dismal showing in the March 8 polls.

Portillo fue extraditado hoy desde México, y después de prestar su primera declaración, el juez Quinto de Primera Instancia Penal le favoreció con una fianza por Q1 millón para no ir a la cárcel. Al final, el ex presidente de 2000 a 2004 se mostró satisfecho.

Luego de conocer el fallo, Portillo anunció que tiene el deseo de visitar Quiché, donde, recordó, se invirtieron Q8 mil millones durante su gobierno. Además, mencionó su deseo por participar en el Frente Republicano Guatemalteco (FRG) pero sin el ánimo de ocupar cargos de elección popular.

Calificó el proceso en su contra como despiadado, ilegal e injusto, pero aseguró que todo obedece al plan que “una familia” -que dijo saber cuál es- que se encargó de instruir la persecución en su contra.

También se tomó el tiempo para elogiar su gestión. “Hoy todos recuerdan los aumentos que hicimos en el Gobierno. Liberamos los precios de la canasta básica, no hubo inflación mayor al 3 por ciento. Los campesinos recuerdan el apoyo del fertilizante”.

El ex mandatario declaró su interés por acompañar un movimiento que fortalezca a las instituciones públicas y democráticas. “Estamos despedazando a las instituciones, a la PNC, al MP, a la Contraloría, al Congreso… y luego solo nos quedará el enfrentamiento”, observó.

Portillo pernoctará en la vivienda de su madre, pues no puede ingresar a su antigua residencia de la zona 14 o a la de la aldea Pasabién, en Zacapa.

வடமத்திய மாகாண சபையின் புதிய எதிர்க்கட்சித் தலைவராகிய முன்னாள் இராணுவ அதிகாரியாகிய மேஜர் ஜெனரல் ஜானக்க பெரேராவும் அவரது மனைவியாரும், மேலும் இரண்டு மாகாண சபை உறுப்பினர்களும் இந்தத் தாக்குதலில் கொல்லப்பட்டிருப்பதாக அநுராதபுரம் பொலிசார் தெரிவித்திருக்கின்றனர்.

இந்தச் சம்பவத்தில் தொலைக்காட்சி நிலையம் ஒன்றின் உள்ளுர் செய்தியாளராகிய ரஷ்மி மஃறூப் அவர்களும் கொல்லப்பட்டிருப்பதாக அறிவிக்கப்பட்டிருக்கின்றது.

மேலும் 84 பேர் இந்தச் சம்பவத்தில் காயமடைந்திருக்கின்றார்கள். காயமடைந்தவர்கள் அநுராதபுரம் வைத்தியசாலையில் சிகிச்சை பெற்று வருவதாகவும், அவர்களில் 15 பேர் தீவிர சிகிச்சைக்கு உட்படுத்தப்பட்டிருப்பதாகவும் அநுராதபுரம் மருத்துவமனை பணிப்பாளர் தெரிவித்திருக்கின்றார்.

ஆளும் கூட்டணியில் அங்கம் வகித்திருந்த ஜே.வி.பி. என்றழைக்கப்படும் மக்கள் சுதந்திர முன்னணி கட்சியின் தேசியப் பட்டியல் நாடாளுமன்ற உறுப்பினரான வசந்த சமரசிங்க வடமத்திய மாகாண சபைத் தேர்தலில் போட்டியிடுவதற்காக தனது நாடாளுமன்ற உறுப்பினர் பதவியை இராஜினாமா செய்ததால் உருவான வெற்றிடத்திற்கே தற்போது கருணா நியமிக்கப்பட்டுள்ளார்.

வர்த்தக முகாமைத்துவ பீடத்தின் இறுதியாண்டு மாணவர் ஒருவர் கடந்த ஆகஸ்ட் மாதம் 21ஆம் திகதி இரவு பல்லைக்கழக வளாகத்திற்குள் அடையாளம் தெரியாத ஆயுததாரிகளினால் சுட்டுக் கொல்லப்பட்டதை அடுத்து பாதுகாப்பு காரணங்களுக்காக மறுஅறிவித்தல் வரை அனைத்து விரிவுரைகளும் இடைநிறுத்தப்பட்டிருந்தன.

இப்பல்கலைக்கழகத்தில் அனுமதிக்கபட்டிருந்த சகல சிங்கள மாணவர்களும் தற்காலிகமாக வேறு பல்கலைக்கழகங்களில் இடம்பெயர்ந்த மாணவர்களாக அனுமதி பெற்றுள்ளதாக உபவேந்தர் கலாநிதி என்.பத்மநாதன் தமிழோசைக்கு தெரிவித்தார்.

திங்களன்று பல்கலைகழகத்திற்கு சமூகமளித்திருந்த மாணவர்கள் பொலிசாரின் சோதனையோடு அடையாள அட்டை சமர்ப்பித்து பதிவுசெய்த பின்பே உள்ளே செல்ல அனுமதிக்கப்பட்டதாக மாணவர்கள் தெரிவிக்கின்றனர்.

இருப்பினும் திங்களன்று மாணவர் வரவு குறைவாகவே இருந்ததாகவும் தெரிவிக்கப்படுகின்றது.

Depuis quelques jours, je m'attarde sur le site du "Prime Minister" de la Grande Bretagne. Le site permet de suivre l'actualité du Premier Ministre Britannique et ce que je regarde particulièrement, ce sont les vidéos de PMQs : Prime Minister Questions c'est l'équivalent de notre "Questions au Gouvernement" mais je préfère la version anglaise. En effet, les échanges entre Gordon Brown et James Cameron, leader of the opposition, me paraissent plus sains et plus sincères que ceux que l'on peut voir au Palais Bourbon. Tout d'abord parce que dans le système Britannique, l'opposition a un statut réel et un droit de réponse systématique. Si Gordon Brown annonce certaines choses, affirment et se défend, son adversaire a autant le droit que lui de l'interpeller, de le critiquer, de le mettre en cause et de le rendre "accountable". Mais le leader de libéraux-démocrates ont aussi un leader qui peut également intervenir autant qu'il le veut sur tous les sujets. Il y a également cette danse que font les Member of Parliament (MPs) de se lever pour demander la parole pour intervenir sur les sujets qui touchent leur "constituancy". Et l'opposition est organisée de telle manière que certains députés ont un rôle particulier comme William Hague, qui fut leader of the opposition contre Tony Blair et avant sa défaite lors de la dernière General Election, et qui aujourd'hui est Shadow Foreign Secretary, l'opposition est donc organisée comme un gouvernement fantôme (shadow cabinet) qui pourrait remplacer le gouvernement en place dans l'hypothèse où ils gagneraient les élections et c'est là que les deux systèmes sont véritablement différents : on identifie mieux l'opposition car elle a un véritable statut.

En pleine réforme des institutions et à l'heure où l'on nous dit que l'on veut donner plus de pouvoir au Parlement et aux citoyens, en nous accordant l'exception d'inconstitutionnalité notamment, je pense qu'on aurait pu mieux régler le sort de l'Opposition et définir plus strictement son rôle et ses prérogatives. Si le Premier Secrétaire du Parti Socialiste, ou le Président du Modem, ou le Premier Secrétaire des Communistes ou le Président du Nouveau Centre, si l'un d'eux avait un statut réel en fonction des influences et des forces en présence, on identifierait mieux un leader, si on accordait ce droit de réponse, ce droit de questionner le Gouvernement sur ses résultats ou sur sa politique, je pense que, comme en Grande Bretagne, il y aurait moins de partis politiques, moins de déchirures comme on peut en voir en ce moment.
